6th Monitoring Commitee

The sixth Monitoring Committee of the O.P. “Information Society” was formed by means of the Joint Ministerial Decision No. 13669 (Government Gazette 493/Β 27/04/2001) and held its meeting on Wednesday, March 8th 2006, at 8:30 in Athens, "Αthens Imperial Grecotel" Hotel.

The Monitoring Committee (MC) unanimously approved the agenda

  • The Committee recognized the efforts made for the improvement of the OPIS implementation progress last year, as this progress is expressed by the activation rate of priority axes, the rate of the total budget of projects accessed and implemented, the expenditure realization rate, the number and total budget of the tender notices that have been issued, the agreements that have been signed and the substantial results achieved in specific sectors of the programme, by stressing out the need to further accelerate the programme.
  • The effort for the fulfillment of the OPIS’ objectives is at a marginal point and the final achievement of the goals of natural and financial object is subject to the Ultimate Beneficiaries’ response to their obligations.
  • The agreements that were concluded with the main ultimate beneficiaries for the fulfillment of the agreements and expenditure for the year 2006 were presented which are the minimum limits that must be achieved. The ultimate beneficiaries encompassed in these agreements were informed and undertook the commitment to observe these agreements, since the fulfillment of these objectives is the most crucial parameter for the successful completion of OPIS.
  • The MC was informed on the high rate of resources’ binding in selected measures for the coverage of discrepancies, the fulfillment and observation of provisions/ predictions – as presented in the 5th MC – of SMS for the end of 2005, the in-situ inspections of the projects that are in progress, the completion of the accessions’ planning, the planning of agreements and expenditure for 2006, the procedure followed for the acquisition of the quality standard ΕLΟΤ-ΕΝ-ISO 9001:2000, the preparation for the 4th Programmed Period (CSF) and the implementation of the actions provided for by the SMS’ regulatory framework.
  • The MC was also informed on the terms governing de-accession of projects and the main criteria for the transfer of resources in view of the final review of OPIS. The Monitoring Committee evaluated positively the actions of the O.P.’s Managing Authority that have been taken aiming at the improvement and effectiveness of the procedures of management, monitoring and audit of co-financed actions as well as the actions taken to accelerate the progress of the Operational Programme’s implementation within the framework of the directions and instructions provided by the Managing Authority of the 3rd CSF.
  • The committee ascertained that all possibilities for management interventions were exhausted for the OPIS’ acceleration and that the Ultimate Beneficiaries need to observe the time schedules and commitments so as to achieve the OPIS’ goals/ objectives.
  • The MC examined the proposals of the SMS for OPIS pertaining to the amendments of the Planning Supplement of OPIS and unanimously approved the amendments of the Planning Supplement.
  • The MC approved the formation of a sub-committee with the participation of all involved parties for monitoring the Cadastre’s works (measure 2.9).
  • The MC approved by majority the decisions of its 6th meeting and SEPE (Federation of Hellenic Information Technology and Communications Enterprises) disagreed with regard to the accelerating pace of agreements and expenditure of OPIS and EPY (Greek Computer Society) at point 2, as far as the OPIS’ implementation progress is concerned.
  • The Monitoring Committee authorized its chairman to sign the decisions and conclusions.
