Action Line Measures
ICT applications in health and welfare

The aim of Measure 2.6 is to use ICTs in order to support the wider strategic improvement of the quality of the provided medical care and the upgrading of citizen service. It is directly related to the reorganization of administration and finances in the health sector.

The goal is to create a fully revised health and welfare system making use of modern ICTs.

The special objectives for health and welfare include, inter alias, the following:

  • The connection of scientific and administrative staff in the sector with tele-medicine infrastructures for preventive, diagnostic and therapeutic purposes.
  • The connection of regional and local health centres (including remote, island and mountain areas) with medical services provided from central points.
  • The development of tele-medicine applications.
  • The development of electronic systems for the elderly and for People with Special Needs.
  • The development of information systems at health centres on the basis of an overall approach to the provision of services.
  • The development of systems for secure and confidential access to information networks for patients.

The above mentioned objectives are specialized in the following action lines:

1. Information distribution infrastructures and systems

  • Support of the decentralization of the National Health System with information systems for monitoring health indices and supporting policy drawing with emphasis on health prevention and promotion.
  • Completion of the introduction of information technologies (lab systems, patient’s record etc) in the health sector so that the health and welfare services systems will be based on operational data.
  • Development of tele-medicine applications.
  • Equipment of health centers on the basis of an overall approach to the provision of health services.
  • Development of data bases concerning public health with the aim of setting up modern drawing and programming tools for health and welfare services.
  • Creation of health portals.

2. Health networking and telematics services

  • Setting up a secure data network allowing the transfer of necessary information between the health provision bodies and the administration mechanisms as well as access to them for the staff.
  • Making use of the possibilities offered by the Internet for the provision of access to health and welfare information, the strengthening of the diffuse of the scientific knowledge as well as the provision of reliable health and welfare services for citizens, especially in remote areas of the country.
  • Operational inter-connection of the social security system of our country with health services with the aim of the best utilisation of the health resources as well as the minimisation of the required time for the transactions of the public health system with the citizens.  
  • Telematics services for citizen service in issues of health.
  • Pilot applications in spearhead technologies (e.g. tele-medicine, home hospitalization) for specific population with the aim of generalizing best practices.


3. Development of information technology systems for the elderly and people with special needs

  • Utilisation of new technologies for the improvement of the provided services by bodies of welfare and mental health for the elderly and people with special needs
