Public Consultation for the selection of the Metropolitan Fiber Optic Network Administrator.

Η Ειδική Γραμματεία Ψηφιακού Σχεδιασμού, ανακοινώνει την έναρξη Δημόσιας Διαβούλευσης για την  Ανάδειξη Επιχειρηματικού Σχήματος εκμετάλλευσης – αξιοποίησης (Διαχειριστή) των Μητροπολιτικών Δικτύων Οπτικών Ινών - ΜΑΝ.

Η δημόσια διαβούλευση διαρκεί από την 1η μέχρι και την 26η Απριλίου 2010.

Με την παρούσα δημόσια διαβούλευση, η οποία έχει συνταχθεί από την  Είδική Γραμματεία Ψηφιακού Σχεδιασμού (ΕΓ ΨΣ),  δημοσιεύονται οι προτεινόμενες κατευθύνσεις και αρχές για την Ανάδειξη Διαχειριστή των Μητροπολιτικών Δικτύων Οπτικών Ινών – ΜΑΝ, προκειμένου η ΕΓ ΨΣ να λάβει απόψεις και σχόλια από όλους τους ενδιαφερόμενους φορείς. 

The Special Secretariat for Digital Planning announces the beginning of the Public Consultation for the selection of the Metropolitan Fiber Optic Network Administrator.

The public consultation will take place from April 1st up until April 26th 2010.

With the present public consultation that was drawn up by the Special Secretariat for Digital Planning (SS DP), the proposed guidelines and principles for the selection of the Metropolitan Fiber Optic Network Administrator are published, in order for the Special Secretariat of Digital Planning (SS DP) to receive opinions/views and comments from all the interested organizations. 

Συνημμένα κείμενα στην παρούσα διαβούλευση που αποτελούν χρήσιμο υλικό που πρέπει να μελετηθεί και ληφθεί υπόψη από τους συμμετέχοντες προκειμένου να εκφράσουν τις απόψεις τους είναι:

• 1) Αρχική Πρόσκληση 93
• 2) Ενδεικτική απόφαση ένταξης έργου στην Π93 με τους όρους και τις υποχρεώσεις των τελικών δικαιούχων. (Σημειώνεται ότι όλες οι αποφάσεις ένταξης έχουν βασιστεί σε κοινό πρότυπο της ΕΥΔ ΕΠ ΨΣ και περιέχουν  τους ίδιους όρους και υποχρεώσεις)
• 3) Ενδεικτική Διακήρυξη υλοποίησης έργου ΜΑΝ,  η οποία περιλαμβάνει και όλη την τεχνική  και λειτουργική αρχιτεκτονική του δικτύου. Όλες οι διακηρύξεις έχουν βασιστεί σε κοινό πρότυπο της ΕΥΔ ΕΠ ΨΣ
• 4) Ενδεικτική Σύμβαση υλοποίησης έργου ΜΑΝ. Όλες οι συμβάσεις έχουν βασιστεί σε κοινό πρότυπο της ΕΥΔ ΕΠ ΨΣ
• 5) Ενδεικτική μελέτη διόδευσης ενός δικτύου οπτικών ινών.
• 6) Πρόσκληση 195 επέκτασης δικτύων οπτικών ινών
• 7) Ενδεικτική απόφαση ένταξης έργου επέκτασης με τους όρους και τις υποχρεώσεις των τελικών δικαιούχων (κοινή για όλους)
• 8) Ενδεικτική σύμβαση υλοποίησης επέκτασης έργου ΜΑΝ (κοινή για όλους)
• 9) Ενημερωτικό αρχείο με αναλυτικά στοιχεία για όλα τα ΜΑΝ και τα σχετικά πληροφοριακά τους στοιχεία (μήκος χαντακιών, μήκος ινών, κλπ).
• 10) Συνοπτικός πίνακας με συγκεντρωτικά στοιχεία για τα ΜΑΝ ολων των Πόλεων.

The following attached Documents constitute useful material that must be studied and taken into consideration by the participants in order to express their view on the consultation:

• 1) The Initial Call (Invitation No 93) to final beneficiaries to submit their proposals (projects) for funding by the Operational Program (OP).
• 2) Indicative decision for the incorporation of the project into OP with the funding terms and conditions for all the final beneficiaries. (It must be noted that all incorporated decisions have been based on a common prototype drew up by   Managing Authority - MA).
• 3) Indicative Declaration for the Implementation of a MAN project that includes the complete technical and functional architecture of the network and all the terms and requirements for biddings. All Declarations  issued by final beneficiaries have been based on a prototype declaration drew up by   Managing Authority
• 4) Indicative Contract for the Implementation of a MAN project. All contracts signed by final beneficiaries have been based on a prototype contract composed by   Managing Authority
• 5) Indicative study describing the routing of a fiber optic network across the town.
• 6) The Secondary Call (Invitation No 195) to final beneficiaries to submit their proposals to extent the fiber optic networks made in the context of initial call 93.
• 7) Indicative Decision for the incorporation of the extension project with the funding terms and conditions for all the final beneficiaries. (All extension decisions have been based on a common prototype drew up by   Managing Authority - MA).
• 8) Indicative Contract for the implementation of the extension of the MAN project (common for all)
• 9) Informative file including in excel format all the relative information for the MAN developed such as width of trenches, length of fibers, etc.).
• 10) Synoptic table with the names of all Municipalities that developed MANs .

Παρακαλούμε τους ενδιαφερόμενους φορείς να μας αποστείλουν συμπληρωμένα τα έντυπα της διαβούλευσης στο email μέχρι και την 19η Απριλίου 2010. Οι προτάσεις που θα αποσταλούν από τους φορείς  θα είναι δημόσια διαθέσιμες στις 20 Απριλιού στο http://www.opengov.gr/ypoian/?option=man και θα μπορούν να σχολιαστούν από τους πολίτες.  (* μέχρι  30 Απριλίου).

Κατά τη διάρκεια της Δημόσιας Διαβούλευσης είναι δυνατό να παρέχονται από την ΕΓ ΨΣ διευκρινιστικές απαντήσεις σε ερωτήσεις των ενδιαφερομένων, οι οποίες πρέπει να υποβάλλονται επώνυμα, µόνο µέσω του ηλεκτρονικού ταχυδρομείου στη διεύθυνση: . We invite all interested parties to send the Consultation forms completed at until the 19th of April 2010. The forms submitted by the parties will be publicly available fron the 20th of April at http://www.opengov.gr/ypoian/?option=man and will be available to be commented by citizens.  (* until April 30)
