Special Management Service
Special Management Service (SMS) of the Operational Programme for the Information Society (OPIS)


The Special Management Service of the Operational Programme for the Information Society (OPIS) is one of the managing authorities of the 25 Programmes (Sectoral and Regional) of the 3rd Community Support Framework (2000-2006) and is co-financed by the European Social Fund and the European Regional Development Fund.


The scope of the SMS of the OPIS is to secure the effectiveness as well as to monitor the legitimacy and regularity of the management and implementation of the relevant Operational Programme. 

The competencies of the managing authority at the level of the Operational Programme anticipated in article 34 of Regulation (EC) 1260/1999 and the provisions for the application of the CSF are determined in Law 2860/2000 and are as follows:

  • It implements the Planning Supplement;
  • It introduces the incorporation of the actions in the measures of the competent Operational Programme to the Special Secretary of the Ministry of Economy and Finance;
  • It secures the compatibility of the actions incorporated in the Operational Programme with the national and community law, as well as the national and community policies, mainly as regards the provisions for competitiveness, public contracts, the elimination of inequalities and the promotion of equality between men and women. For this reason, it provides every possible support to the Ultimate Beneficiaries, in cooperation with the competent public bodies, so that they can fulfill their obligations;
  • It monitors the implementation progress of the Operational Programme and draws proposals for its revision which are submitted to the Monitoring Committee of the Operational Programme;
  • It collects the appropriate financial and statistical data and enters them into the Integrated Information System;
  • It draws the proposals for the adjustment of the Planning Supplement and submits them to the Monitoring Committee of the Operational Programme;
  • It draws the annual implementation reports and the final report of the Operational Programme and submits them to the Monitoring Committee and the Managing Authority of the CSF;
  • It organises and monitors the intermediate appraisal of the Operational Programme in cooperation with the managing authority of the CSF and processes proposals for the appropriate utilisation of its conclusions;
  • It monitors the keeping of an individual account for every action by the Ultimate Beneficiaries;
  • It cooperates with the Managing Authority of the CSF, the Monitoring Committee of the Operational Programme and the Commission and provides them with the information required;
  • It conducts the anticipated controls, it carries out the necessary actions on the basis of their conclusions, it informs the Commission, the Payment Authority and the Financial Control Committee of the Ministry of Economy and Finance and takes the necessary conformity measures following the relevant recommendations of the above Authorities;
  • It implements the publicity actions of the Operational Programme in cooperation with the Managing Authority of the CSF, the Monitoring Committee of the Operational Programme and the Commission. It monitors the observance of the obligations of the ultimate beneficiaries as regards the publicity and the provision of information for the actions they implement;
  • It provides secretarial support for the Monitoring Committee of the Operational Programme.

The following table presents briefly the operational relation between the Managing Authority of the OPIS and the other bodies of the system.

  • it coordinates its work on the basis of instructions and directions provided for the management, appraisal and control 
  • it cooperates so that the content of the Integrated Information System meets its needs
  • it cooperates on the organisation and content of the intermediate appraisals
  • it implements the framework of the publicity principles drawn by the Managing Authority of the CSF
  • it submits the annual implementation report of the OP to it
  • it provides any information required etc for it.

Payment Authority

  • it is audited by it

Financial Control Committee

  • it is audited by it

European Commission

  • it cooperates with the Commission in the framework of the annual meetings
  • it is audited by it


Ultimate Beneficiaries

  • it provides information –invites for incorporation of actions and makes recommendations accordingly to the competent Special or General Secretary for their incorporation 
  • it issues the incorporation decisions and monitors the implementation of the actions 
  • it collects the necessary data from them 
  • it monitors the keeping of an independent account for each of their actions
  • it provides them with any possible support
  • it carries out the anticipated controls etc
     

“Difference” between the Special Management Service of the Operational Programme for the Information Society and “Information Society SA”

Although the names are similar, the Special Management Service of the Operational Programme “Information Society” (SMS OPIS) must not be confused with the “Information Society SA” (IS SA).

There are differences in their roles in the Operational Programme “Information Society” (OPIS). The Special Management Service of the OPIS is responsible for the management of the Operational Programme for the “Information Society” while the IS SA supports (without payment) the bodies (Ultimate Beneficiaries) who implement projects financed by the OPIS and at the same time implements projects on behalf of other bodies (that is, it is an Ultimate Beneficiary of the OPIS).

As regards their legal form, the SMS of the OPIS is under the Special Secretariat for Digital Planning of the Ministry of Economy and Finance, that is, a service of the Ministry. The IS SA is a private entity and, more specifically, a societe anonyme with a single shareholder, the Greek State, supervised by the Ministry of the Interior, Public Administration & Decentralization.
