The “IS” OP which is implemented by the Ministry of Economy and Finance in the context of the 3rd CSF is one of the most important sectorial projects in our country since it promotes the Information Technologies in the public institutions, in schools, in the local service providers and it develops the bandwidth connections.


The state quickly realized the importance of these technologies and, for the first time, founded bodies, which have the task to complete the OP. Two of these bodies are: a) the Special Secretariat for Digital Planning, which is responsible for the management of the Program and for the preparation of the policy for the new economy.  B) The Managing Authority of the “IS” O.P, which is responsible for the integration of projects in the O.P, for their supervision, for the monitoring of their implementation and for the evaluation of their results.

In order to measure and qualitatively present the results of the “IS”, the state founded the  IS Observatory. With the help of the Observatory’s research and suggestions, the goals of the national digital strategy and the actions for promotion of IS will become clearer.

Last but not least, a special reference should be made to the Information Society S.A., which supports the final beneficiaries in the implementation of the actions financed by the OP. The philosophy of the company could be summarized as the upgrading of the Public Sector’s know how and the optimal use of the investments in Information Technology and Technologies of Communications (ITCT).

The Special Secretariat of Digital Planning (renamed from the former Special Secretariat for the Information Society), of the Ministry of Economy and Finance, was formed on December 2000 (Official Gazette 1502/8.12.2000). The Special Secretariat’s main task is to plan, supervise and manage the OP “IS” in the context of the 3rd CSF.

The Special Management Service of the Operational Programme for the Information Society (OPIS) is one of the managing authorities of the 25 Programmes (Sectoral and Regional) of the 3rd Community Support Framework (2000-2006) and is co-financed by the European Social Fund and the European Regional Development Fund.

The Observatory for the Information Society is a Private Law Body Corporate administratively and financially independent. It was founded by means of Law 3059/2002 (Government Gazette Α 241/11.10.2002) and is supervised by the Ministers of National Economy and Finance και of Internal Affairs, Public Administration and Decentralization.

The “Information Society” S.A. (IS S.A.) was founded in March 2001; its only shareholder is the Greek State which is represented by the ministers of Internal Affairs, Public Administration and Decentralization & of Economy and Finance who signed its foundation act.
