Special services are staffed either by transferring personnel working in the competent ministry or region or by detaching personnel working in bodies of the wider public sector of article 1, para 2, L 2000/1991 with any kind of employment relation and by hiring new personnel.
The personnel working in bodies of the wider public sector is transferred or detached with a decision of the competent Minister or the General Secretary of the Region or with the joint decision of the competent ministers, without the opinion of the service council being required, following a request to the evaluation committee made by the General or Special Secretary to whom the special service falls under.
The evaluation committee consists of experts and is set up with the joint decision of the ministers for the Interior, Public Administration and Decentralisation and National Economy. The evaluation procedure is supported by the Community Support Framework Management Organisation Unit ((M.O.U.) of article 3, L. 2372/1996. The required typical and essential qualifications of the transferred or detached personnel are determined by a joint decision of the ministers of National Economy and the competent ministry following a proposal of the General or Special Secretary of a ministry.
The required typical and essential qualifications of the transferred or detached personnel to special services of the Region are determined by a decision of the minister of National Economy following a proposal of the General Secretary of the Region. The evaluation and selection procedure as well as every necessary detail are determined by a joint decision of the ministers for the Interior, Public Administration and Decentralisation and National Economy.
The detachment of personnel in order to staff special services can be conducted following a public invitation of the Management Organisation Unit determining the required typical and essential qualifications and the opinion of the evaluation committee. A joint decision of the Ministers for the Interior, Public Administration and Decentralisation and National Economy regulates the way the invitation is published, the evaluation and selection procedure and every other necessary detail.
Finally, the personnel can be hired through the Management Organisation Unit with a competition call in accordance with laws 2190/1994 and 2372/1996, as applied. By 2005, two competitions had taken place and the third one is in progress.
