Measure 2.2 eGovernment for Providing Services for the citizen contributes to the aims of NAPE. Its Action Plan 7 is involved in facilitating vulnerable groups, mainly people with special needs, but also residents of rural areas to access digital eGovernment universally by developing software and innovative user tools.
Of special importance is the application of Action Category 7 in the realization of NAPE aim 3, concerning the prevention of the exclusion risk of people with special needs and other vulnerable groups.
The above actions are specific, based on the Work Group for Universal Access.
Moreover, in Measure 2.2, Action Category 2.2.5 relating to administration services, which provide for support structures in the labour market, contributes to aims 1 and 2 through providing support to employment promotion and labour market structures implemented by the Greek Manpower Employment Organisation (OAED).
Specifically, the following projects that relate to employment and the mobilization of agents have been included in Measure 2.2:
- A project implemented by the Greek Manpower Employment Organisation (OAED) and financed by the Ministry of Employment and Social Protection, with a total budget of 2,172,299€, pertaining to IT equipment of 24 centers promoting employment (Centers of Employment Promotion).
- A project implemented by the Greek Manpower Employment Organisation (OAED) and financed by the Ministry of Employment and Social Protection, with a total budget of 1,132,940€, pertaining to IT equipment of 11 centers promoting employment (Centers of Employment Promotion), with a time frame for completion up to 2006.
In addition, Measure 2.2 includes the development of an information system, which records new subsidies of regular unemployment, and serves businesses and employees, with a total budget of 1,108,380€. This project contributes to Guideline 1 of NAPE for the ‘active and preventive measures for the unemployed and the idle’.
The above project is in the implementation phase.
Finally, Measure 2.2 contributes indirectly to the aims of NAPE with its projects of networking/equipping/modernization of the over 86 government bodies, for more effective services for everyone, including people with special needs, as well as the more than 800 Centers for Citizen Services.
Measure 2.4 contributes to NAPE aims, especially for Guideline 10 for ‘dealing with inequalities in the labour market’, with projects relating to the organization and availability of geographic information for the agricultural sector, and the development of digital geographic data for citizen service through the Internet.
The above projects are in the implementation and contracting stages respectively.
Additionally the Measure 2.4 projects of equipping and networking IT workrooms in schools contribute to the aims of NAPE by using these workrooms, after school hours, for the educational activities of other groups like people of advanced age.
Measure 2.5 contributes to NAPE aims, and relates to further training of over 1000 members of the public service on ICTs and new work practices, with relevant training programs.
Measure 2.6 ICT in Health and Welfare also contributes indirectly to aim 3 of NAPE, through Action Category 2.6.3 for the development of information systems on Health and Welfare for senior citizens and people with special needs.
In addition, we can consider that Measure 2.6 serves indirectly the above aims of NAPE, given it provides for the facilitation of access to Health services through IS for all citizens and consequently for the vulnerable groups, with projects for the development of information systems, and ICT services in many Regional Health Units of the country.
Measure 2.7 includes projects for the training of Regional Health Units’ employees in the respective regions.
Measure 2.8 contains projects for the development of information systems in the sector of public transport with the aim to inform and better serve all citizens (including people with special needs) without a specific specialization.
