Measure 3.1 Creation of a favourable environment for economic activity, supports entrepreneurship with almost all of its Action Categories, through the creation of a legislative framework and certification systems, as well as through the strengthening of the support structures of SMEs and the provision of services for the development of e-commerce.


Measure 3.2 Strengthening of SMEs for their introduction into digital economy, with the total of its Action Categories, encourages entrepreneurship directly, through supporting business for the introduction of the Information Society in their operations (equipment, e-business, reorganization etc.), aiming to reduce costs and increase their competitiveness.

The programs Network and Venture Electronically are examples that follow the policies of Guidelines 2 and 8.

Measure 3.3 Research and Technological Development for the Information Society offers an overall contribution to NAPE, with its Action Category 3.3.1, aims 2 and 3, referring to research and technological development. Aim 2 through provisions for e-learning, and aim 3 through the sum of planned applications that include the support of e-business, the laying of the foundation for the development of complete systems for user interface that utilize digital image, sound and language processing, and the creation of technological and research networks.

Measure 3.4 Upgrade of Human Resources Skills contributes to aims 2 and 3 with all the Action Categories it contains. Specifically, positive actions are promoted through quotas (60% women) for training in basic ICT skills (Action Category 3.4.1) and qualifications – alternate training (Action Category 3.4.2).

Furthermore, a new invitation is expected to be issued, relating to long distance training of 500 individuals with disabilities (difficulties with mobility) and 7,000 women, as well as training in basic ICT skills for 15,000 women.

Measure 3.5, Promotion of Employment in IS, also has a very positive impact on full employment issues, with emphasis in Guideline 1 for dealing with unemployment in new university graduates through stage programs (Action Category 3.5.1) and special employment programs for new researchers (Action Category 3.5.5).

In addition, the promotion of satellite offices (Action Category 3.5.3) relates partly to the policy expressed in Guideline 7 for the introduction of encouragement and support programs for vulnerable groups that face particular problems in employment, due to social and geographic exclusion.

Finally, Measure 3.5 contributes mainly indirectly and relatively little to business ventures, through the creation of special support centers for SMEs and professionals, and the promotion of new ways of entrepreneurship for the employed and unemployed (Action Category 3.5.2) in connection to Guidelines 2 and 3.
