The Measures of Axis 4 contribute greatly to NAPE aims, with actions that provide for the development of advanced telecommunication services for citizens, as well as the development and modernization of telecommunication infrastructure.

 

 

Measure 4.1, Development of Procedures for the Application of the Institutional Framework and the Strengthening of Competitiveness, contributes indirectly to the policies of aim 2, especially with Action Category 4.1.1, relating to more effective operation of the General Secretariat of Commerce and the National Telecommunications and Post Commission, and aims at the effective application of the regulating framework for the promotion of a competitive environment in the areas of telecommunication and post services.

Measure 4.2, Development of Infrastructures of Local Access Networks, will improve public access to public services and the Internet through the development of broadband networks; therefore, it offers indirect contribution to NAPE aims.

Action Category 4.2.2 offers a direct contribution. It pertains to the less favoured areas and it may include the geographically isolated regions and farmlands as well as the urban areas characterized by poverty and social isolation.

Measure 4.3, Advanced Telecommunication Services for the Citizen and Businesses provides for the supply of telecommunication services to special groups of the population through Action Category 4.3.3.

The Action Category that refers specifically to disabled people and provides direct assistance for covering the requirements of people with special needs for access to telecommunication and information services contributes highly to aim 3.

Measure 4.4 Development and Modernization of Post Infrastructures and Promotion of Post Offices to Multi-Power Centers contributes with its Action Category 4.4.2, which refers to these centers in aim 3, since the IS provides in this Action Category the servicing of geographically isolated regions. NAPE expects that this intervention will improve all vulnerable groups’ access to public services.
