National Action Plan for Social inclusion

The OP employs a dual strategy for social implementation, that is, general measures that provide quotas for people with special needs and/or women, as well as measures that include action categories with special provisions for vulnerable groups.

The connection between NAPIn (National Action Plan for Inclusion) and OPIS is summarized below:

 



Aim 1.1: In political measures referring to employment, the connection involves intervention for the benefit of special minority groups and the unemployed in regions or sectors of high unemployment rate, and it promotes employment.

Aim 1.2: In the access to resources, rights, goods and services, the connection lies mainly in measures relating to Education, Health and Welfare.

Aim 2: Prevention of the danger of isolation, by confronting the digital gap and electronic exclusion, assisting people with special needs and preventing their marginalization, and reorganize rural areas and counteract their geographic isolation. By confronting the digital gap the OP is considered indirectly involved.

However, there is total involvement in the measures concerning vulnerable groups’ universal access to the OP and several of its sections, like those aiming at the support/growth of enterprise in mountainous, rural and less developed areas of the Greek territory.

Aim 3: There is no clear reference in the OP for specific vulnerable groups except for people with special needs and the unemployed of advanced age. Recognition of connection stems from the reference to ‘vulnerable groups’.

Aim 4: The mobilization of all bodies and agents, improvements in the operation of Public Administration, especially those concerning the Greek Manpower Employment Organisation (OAED), resulting from the OPIS by way of eGovernment show a direct connection.

Measure 1.1 contributes to the targets of the NAPIn through the Action Categories 1.1.1 and 1.1.2, which include equipping of school units that cater for children with special needs in primary and secondary levels, as well as Diagnostic, Evaluation and Support Centers with computers, network and audiovisual systems.

With Measures 2.2 and 2.6, which contribute to the services provided for citizens, and improve the quality of life, Axis 2 participates actively in the achievement of the NAPIn aims.

The contribution of Axis 3 to aims 1.1, 2 and 3 of the National Action Plan for Social Inclusion is important and is carried out with all the Measures of the Axis, aiming, among other things, at promoting employment, upgrading the skills of human resources, research, and technological development.

Axis 4 serves directly the National Action Plan for Social Inclusion with measure 4.3 and indirectly with the remaining Measures, by providing for actions that cover the entire spectrum of telecommunications as well as the development of post infrastructure.

Axis 5 contributes to the aims of NAPIn with Measure 5.3, and specifically with the operation of the ‘Work Group for Universal Access and Usability in IS’ by everyone, as well as the study of strategies in preventing the danger of isolation of people with special needs from the IS.
