Axis 4 serves directly the National Action Plan for Social Inclusion with measure 4.3 and indirectly with the remaining Measures, by providing for actions that cover the entire spectrum of telecommunications as well as the development of post infrastructure.
Measure 4.3 Advanced Telecommunication Services for the Citizen provides for the supply of telecommunication services to special groups of the population through Action Category 4.3.3.
This Action Category, which refers specifically to disabled people and provides direct assistance for covering the requirements of people with special needs for access to telecommunication and information services, contributes highly to aim 2.
In Measure 4.3 an invitation is expected to be published for Action Category 4.3.3 providing telecommunication services (broadband) to people with special needs, and concerns organizations of people with special needs and special/vulnerable or geographically isolated groups. It has a budget of 5 m€.
The entire Measure 4.2 Development of Infrastructure of Local Access Networks will improve access to public services and the Internet for the whole of the population by developing broadband networks. Consequently it has an indirect contribution to the NAPIn aims.
However, Action Category 4.2.2 offers a direct contribution. It pertains to the less favoured areas and it may include the geographically isolated regions and countryside areas as well as the urban areas characterized by poverty and social exclusion.
Measure 4.4 Development and Modernization of Post Infrastructure and Promotion of Post Offices to Multi-Power Centers contributes with its Action Category 4.4.2, which refers to these centers in aim 2, since the IS provides in this Action Category for the servicing of geographically isolated regions. NAPIn expects that this intervention will improve all vulnerable groups’ access to government services.
