Final beneficiaries are specialised agencies which have undertaken to implement Programme measures and actions depending on the area in which they are involved and their competences.
The measures and actions which each Final Beneficiary has undertaken to implement are contained in the Programming Complement for the Programme. In the case of a large number of actions concerning assistance to businesses in the processing, tourism and energy sectors the Final Beneficiaries are also the intermediate managers.
The decision including the project in the Programme imposes certain obligations on the Final Beneficiaries concerning the assumption of various general and specific terms. The inclusion terms in the decision contain binding instruction on implementation, financing, monitoring and control of the project.
The Final Beneficiaries are obliged to inform the Operational Programme Managing Authority via a monthly expenditure statement and quarterly monitoring statements about the operation and its sub-projects. These bulletins function like solemn statements from the project managers concerning payments and the work carried out by the Final Beneficiaries, and constitute a request for payment of the relevant national and Community financing.
Note that the time at which the monthly bulletins are submitted is 15 calendar days from the end of each calendar month while the quarterly bulletins are submitted one calendar month after the end of each calendar quarter (apart from the last month of each year where the submission date for monthly bulletins is 30 calendar days from the end of the last calendar month and for quarterly bulletins 2 calendar months from the end of the last calendar quarter.
Late submission of these monthly and quarterly bulletins can lead to financing being suspended or terminated.
