Action Line Measures
Administration of the Structural Funds and transition to the Euro

The aim of Measure 2.3 is to support the administration of Structural Funds resources at central, regional and local levels of the Greek Public Administration while at the same time it supported the conversion procedures to the Euro.

Support for the management of Structural Fund resources at central, regional and local levels is a prerequisite for the successful implementation of the 3rd CSF interventions. In addition to the Management Information System (MIS) of the Ministry of Economy and Finance, which is the basic instrument for this purpose, support is required with management tools for all agencies involved in the 3rd CSF projects and interventions.

Smooth transition to the Euro entailed a series of technical adaptations in IT systems and more generally, administrative and organisational modifications.

For the support of the management of the Structural Fund resources the following actions are anticipated:

Α) Support of the  management of Structural Fund resources

  • The expansion of the Management Information System (MIS) of the Ministry of Economy and Finance for the management of Structural Fund resources which includes the creation of an information portal about Structural Funds for the public.
  • The development of management systems and tools for the bodies involved in projects and interventions of the 3rd CSF at central, regional and local levels. A necessary requirement is the possibility of automatic communication with the MIS “ERGORAMA” as regards the obligations of the ultimate beneficiaries.


Β) Adaptation of the public sector information systems which support the management procedures of financial data in Euros

The Measure financed the following actions concerning Euro:

  • Conversion of the already existing financial applications or development of new ones so as to manage the Euro, as well as conversion of historical data, if required.
  • Securing of functional adequacy in H/W and S/W which is considered necessary for the smooth transition to the Euro in case it is a small percentage of the project.
  • Training of the personnel on the use of applications managing the Euro.

For the category of action 2 (Transition to Euro), the Ultimate Beneficiaries might be:

  • Ministries, the regions, Legal Entities of Public Law, 1st and 2nd degree of local authority organisations and public companies and organisations.  
  • Legal Entities of Private Law, provided they do not have productive or commercial activity and the implementation of their work is directly supervised by a public service.
  • The Information Society SA.
