The purpose of Measure 3.1 is to create the appropriate institutional and business environment for the smooth transition of the country into the new global digital economy, focusing on the creation of conditions for the success of the new technology-based firms and on the promotion of entrepreneurship.

As regards the institutional environment, the completion of the legal and statutory/regulatory framework will be pursued with the aim of building consumer confidence and security in relation to Internet transactions.
To this end, the National Commission of E-Commerce and other consultation mechanisms between the state, the academic world and enterprises are supported.
As regards the business environment, a series of actions will be implemented that include for instance:
- The introduction of electronic procedures in transactions between the State and enterprises (Public Procurements, submission of proposals for participation in EU programmes, etc.) in synergy with the 2nd Priority Axis actions.
- The reinforcement of certification and standardisation mechanisms of products and services for the IS.
- The reinforcement of support structures for small and medium sized enterprises (SMEs) in all sectors of the economy (primary, secondary, tertiary) with equipment, networking and know-how so that integrated information and advisory support can be provided in matters relating to ICTs and to the new business practices based on them.
- The creation of a favourable environment for the foundation of new high-tech firms with the development of mechanisms such as venture capitals and business incubators (in coordination with the OP “Competitiveness”).
Special support actions will also be implemented for enterprises in the sectors of tourism, energy and agriculture by prioritizing actions for enterprises in remote areas.

1. Support of mechanisms for the adaptation of the institutional framework to digital economy
The development of information technology infrastructures will be strengthened and support studies will be carried out for:
- The support of completing the national legislation and the incorporation of community directives in issues concerning security, transactions, cryptography, authenticity etc (e.g. the National Commission of E-Commerce).
- The promotion of creating Alternative Dispute Resolution Schemes with the cooperation of the industry and consumers and their incorporation in European Networks of amicable dispute resolution.
- The support of consultation mechanisms between the State and the involved parties for the process and production of views about e-business and the promotion of Greek enterprises for the participation in digital economy.
- Conducting studies about e-business and the general consequences in economy and the development with the aim of assisting in drawing policies.
2. Creation of certification and management mechanisms
Integrated information systems and infrastructures will be created for:
- The Public Procurement system
- The activities of the standardization organisations
- The management of trade-marks
- The certification and standardization mechanisms for products and services of the IS, such as the conformity certification for bodies and e-commerce applications to the requirements of standards or/ and Greek and Community regulations.
- The more effective management of the information flow, the improvement of the production and information diffusion procedures and more effective audit of the transaction procedures and market abuse practices.
3. Reinforcement of the support structures for small and medium sized enterprises (SMEs)
- The reinforcement of support structures for small and medium enterprises (SMEs) in all sectors of the economy (primary, secondary, tertiary) with equipment, networking and know-how so that integrated information and advisory support can be provided in matters relating to ICTs and to the new business practices based on them. Systematic information will be provided on the individual aspects of their participation in digital economy for enterprises in order to reinforce the results of the actions. Moreover, awards will be established for the application of technological solutions (e.g. for business activity, products, nodes etc).
- Reinforcement of sectoral or local projects of providing e-commerce services for SMEs (creation of e-marketplaces, e-fairs, mini portals etc) by Public bodies or other social, trade and professional bodies.
4. Tourism
- Information infrastructures and digital content (data bases, tourist info points, multimedia production) with the aim of activating the environment in which tourist enterprises operate and the general upgrading of the tourist product.
5. Energy
- Information systems and infrastructures for the improvement of the effectiveness of the operation of the State and regulatory bodies support structures in the implementation of a management and supervisory system of energy and natural resources.
6. Agriculture
Reinforcement actions for the infrastructures of the Agricultural sector are anticipated including:
- The creation of network infrastructures and the development of MIS for the collection, process, management, analysis and distribution of data about standardization, quality and certification in the agricultural field.
- The reinforcement of e-commerce aiming at the export trade of agricultural products and the organisation of their transport.
- E-service of agro-tourism, e.g. bookings, promotion etc of agricultural, cottage and craft industry products.
The categories resulting from the Operational Plans of the Bodies responsible for the implementation of the Measure or other Bodies with actions in synergy with the specific Measure are also integrated in it.

The Ultimate Beneficiaries depending on the category are:
- The ministries of Development, Tourism, Agricultural Development and Foods and Economy and Finance and their supervised bodies related to the measure.
- Trade bodies and professional organisations
- The Regulatory Authority for Energy
- The Information Society SA
- Intermediate management bodies.
The Ultimate Beneficiary of category 1 is the Hellenic Parliament.
