The aim of Measure 3.3 is to develop Research and Technological Development actions (R&TD) and to demonstrate and utilize the research results in ICT fields, to develop and extend networks and advanced telematics services and to create and diffuse content relevant to research in ICTs.

The actions of the first objective are implemented by joint ventures of research and production agencies in areas such as:
- e-learning
- e-business
- Processing of images, sound and language Micro electronics, sensors and automation mechanisms
- Network and communications technologies and services in selected areas
- ICT applications in special areas. Incorporated systems and micro systems for special applications.
- Electronic support for the provision of health services.
- “Smart” cards
The second objective includes actions to develop infrastructures such as:
- The development, support and extension of networks related to R&TD and the development of advanced telematics services between research agencies.
- The organisation and diffusion of content (collection, classification and redistribution of information, data bases) essential in the area of R&TD.

1. Research and technological development actions
The support of research joint ventures of enterprises, Higher Education Institutes and research centres in the following indicative thematic sectors:
This action aims at developing innovative (technological) e-learning products and services as well as creating or/ and adapting technologies that can be used for the development of e-learning products and services. The technological innovation is the completion of technologies, material, methods and products and the development of new technologies and services.
This action aims at:
- Supporting research, development and diffusion of the use of ICTs in the field of e-business with the scope of completing technological solutions with operational functional models (traditional or new ones) giving emphasis on the needs of small and medium sized enterprises in sectors of an export character and in fields of the Greek economy mainly related to digital products/ services.
- The application of spearhead technologies for the development of creative integrated solutions with emphasis on the consolidation of security and trust in e-transactions.
- Processing of image, sound and language
This action aims at creating the conditions for the development of integrated user interfaces which will utilize the new processing technologies of images, sound, visual recognition of characters, voice etc. Complex activities will be encouraged combining more the one means such as: dialogue retrieval systems of data information through voice as well as dialogue retrieval systems of texts through natural, written or oral, dialogues in the Greek language.
The development of hypermedia applications is also supported incorporating the above technologies and allowing the retrieval and processing of complex data structures which are stored in big bases.
- ICT applications in special areas
This action includes the development of technologies and services for networks and communications in selected fields, systems for specialized applications, e-support for health provision services, micro-electronics, network technology, “Smart” cards (innovative applications in the fields that are mentioned in e-Europe).
2. Development – support – expansion of networks for R&TD
This category of actions aims at developing, supporting and expanding networks related to R&TD and at developing advanced telematics services between research bodies. This, inter alias, will allow on the one hand the connection of new bodies with the GRNET and, on the other, will give the possibility to bodies connected to GRNET to develop a pilot use of advanced protocols on the Internet with emphasis on the support of multi-media applications (tele-education, tele-medicine, tele-work), the inter-connection of hyper-computational centers, virtual libraries and laboratories and to develop convergence technologies through the new generation Internet.
3. Organisation and diffusion of digital content for R&TD
This category of actions aims at creating and diffusing appropriately organized digital information and data from the international and national environment as well as the development of applications and tools for the utilisation and diffusion of this content.
Apart from the above actions, the Measure also includes categories of actions that will derive from the operational plan of the body responsible for the application of the Measure or other bodies with actions in synergy with the specific Measure.
