In this new economy, technology is a prerequisite for the competitiveness of enterprises and a tool of increasing productivity and financial growth. It brings on modification of the traditional methods of business and economic practice in the primary, secondary and, especially, in the tertiary sectors of the economy.

On the basis of the above framework, the general objectives of the 3rd Priority Axis are to reinforce the economic mechanism and employment by making use of new technologies, to promote links between the country’s scientific and technological resources and the production and to develop the skills of human resources.

The special objectives of the Axis are to improve the level of incorporation of new ICTs in Greek enterprises in the primary, secondary and tertiary sectors so as to adapt their activities to the new knowledge economy; to improve the international competitiveness of Greek high-tech firms and their ability to access capital; to promote e-business in order to make Greece an equal and powerful partner of the international commercial environment; to create a critical mass of enterprises using new technologies; and to encourage the establishment of new enterprises in the sector.

The special objectives in the area of Research and Technology are to encourage the production of innovative products and/or procedures by linking research and production with the operation of joint ventures between research and productive agencies and to support, supplement and extend the infrastructure of research agencies.

The third Priority Axis also reinforces the potential of human resources by developing key skills on the basis of the requirements created by the IS. Its actions are designed to be complementary to similar actions of other OPs and in synergy with their objectives. This specific Priority Axis is part of a policy framework that emphasises the social protection of disadvantaged groups in the labour market at risk of social exclusion and the categories of general population characterised by discrimination in the labour market, in accordance to the new orientations and policies in the field of social protection developed at the European level.

The basic objectives of the Priority Axis in the employment sector are: to create an environment of increased employment opportunities for everybody in the IS, by supporting entrepreneurship and the creation of jobs related to the application of new technologies in emerging sectors of the economy, promoting skills in IS sectors and developing new working and training methods.

More specifically, the actions of the third Priority Axis aim: to develop basic IT knowledge for the broader population by means of flexible procedures, to foster acceptance and use of IS and Internet applications among women, socially vulnerable population groups and the elderly, in combination with accession or re-accession to the labour market, to promote employment and the acquisition of work experience in IS sectors, to train in new skills and to diffuse and to apply tele-work and long distance training, mainly for geographically remote areas and island regions.

Emphasis is placed on financing innovative activities with open procedures, which will promote new training methods and tools that are possibly based on a new partnership between enterprises and educational and vocational raining structures.
