Action Line Measures
Development of mechanism for enforcement of the institutional framework and reinforcement of competition

Measure 4.1 aims at the market’s deregulation and competition’s growth for the improvement of the operation of the regulatory agencies and the smooth operation of competition within a free market of telecommunications.

The Measure includes the necessary interventions in the competent agencies, with the aim of supporting and reinforcing their operability with regard to dealing with the new increased competencies within the framework of a full competition and the rapidly growing telecommunications market in Greece. At the same time, in order to support progress towards the aforementioned direction, actions are financed which will support the process of deregulation and arrangement in the telecommunications market.

The foregoing objectives are achieved by means of:

  • Re-planning the procedures and supporting the operation mode of agencies through the supply and installation of integrated information systems and network infrastructure.
  • Facilitating the agencies for the more effective enforcement of the regulatory framework, i.e. the implementation of a National Radio-frequencies Spectrum Management and Supervision System and the development of antenna parks at specific geographical areas following the perspective for private participation and co-finance.

1. Improvement of the effectiveness of operation of the GGE and EETT

This actions includes projects likes studies and information systems relating to the improvement of the effectiveness of agencies, i.e. GGE and EETT, by supporting and reinforcing their operability and extroversion through the development of information systems and network infrastructure. The projects include the development of necessary procedures (infrastructure, studies, information systems) for the supervision and control of the facilities of the electronic signature certification providers.
 
The ultimate objective is the more effective enforcement of the regulatory framework for the promotion of a competitive environment in the sector of telecommunication and postal services which is now being completed in our country. This action also aims at re-planning the procedures and operation mode of the national regulatory and arranging agencies, by taking into consideration the current organizational charts, as well as the relevant presidential decrees that set out their competencies.

2. Implementation of a National Radio-frequencies Spectrum Management and Supervision System

This action includes development of the procedures required for the implementation of the National Radio-frequencies Spectrum Management and Supervision System, of building infrastructures of special specifications, of an integrated information system and measuring equipment for the spectrum’s management and constant supervision.
 
The spectrum’s management task includes: planning, distribution and disposition of frequencies in a effective manner so as the available spectrum is utilized in the best possible way, new technologies and services are encouraged and illegal use is prevented as well as interference phenomena in legal users arte eliminated. It also includes organization of a complete process for grating licenses so as faithful compliance with the directives of ITU is ensured and more specifically the requirement referring to a harmonized usage of the spectrum with regard to some applications.

3. Development of antenna parks

The objective of this action is to restore order in the spaces hosting the radio and television programmes’ broadcasting systems. The need to control the radio and tv broadcasting systems is very critical today after the deregulation of the sector of telecommunications and the intensification of the electromagnetic spectrum’s use.

This actions relates to the detailed organization, management and operation of special spaces per area, where all broadcasting systems, broadcasting station relays and antennas of radio and television stations must be located; Moreover this action includes the definition of the operation regulations of parks, their distance from inhabited areas, the technical specifications of various structures and the safety specifications.

4. Studies and other supporting actions

This Measure includes studies related to the support/ implementation and maturing of actions encompassed in Measures 4.1, 4.2 and 4.3.

For the 1st category of actions the Ultimate Beneficiaries are the following:
  • The ministry Transport and Communications
  • The relevant with the Measure supervised agencies
  • The National Telecommunications and Post Commission

For the 2nd category of actions the Ultimate Beneficiaries are the following:
  • The ministry Transport and Communications
  • The relevant with the Measure supervised agencies
  • The National Committee of Telecommunications and Post
  • Intermediate management agencies
For the 3rd and 4th categories of actions the Ultimate Beneficiaries are the following:
  • The ministry Transport and Communications.
  • The relevant with the Measure supervised agencies.
  • The National Committee of Telecommunications and Post.
  • Intermediate management agencies.
Moreover, Ultimate Beneficiaries may be the following: other ministries and local government agencies (Regions, local government organizations of degree A and B, etc.) as well as companies that are founded by the Greek State for the execution of some projects.

For all other categories of action the Ultimate Beneficiary may be the Information Society S.A.
