Development of local access network infrastructures

Measure 4.2. aims at the development of telecommunications local access network infrastructures, including small cities and non-urban or distant areas for the provision of key broadband services.

The development of local access networks in the said areas will facilitate market deregulation, increase competition and at the same time improve the life quality of the inhabitants of mountainous and island areas by ensuring in an electronic mode a satisfactory level of health, education and commercial applications services.

The aforementioned access infrastructures are also deemed necessary for the upgrade and improvement of the business activities of these areas, the maintenance and development of new jobs. Moreover, appropriate network infrastructure may support the supervision – protection of these areas from acts of god (e.g. fires, earthquakes, etc.) and support other applications for the protection of the environment.

The development of local access telecommunications infrastructure will regard the country’s regions and it will be based on the strategy of regions so as the geophysical particularities, the expected social-financial-population developments, the existing telecommunications infrastructure are taken into account while the implementation technology of this measure will be proposed by the requirements of that time.

1. Projects of initial application of broadband network technologies

By means of this action, initial application projects of large scale are financed in selected areas of the country. The development and operation of satellite broadband interactive communication systems/ applications are included in this measure. Moreover, it is also attempted to evaluate the effectiveness and efficiency of broadband technologies, by developing infrastructures and applications in selected areas of the country or for selected user groups (citizens, companies). Indicatively such infrastructures may include the development of Wireless Hotspots in massive spaces, development of stable wireless LMDS access infrastructure in an area distant from the large urban centers by means of subsidy of the end subscribers, the interconnection via optical fibers (Dark Fiber) of a group of public buildings, etc.

2. Development / implementation broadband local access networks

Development of the telecommunications local access infrastructure will take into consideration the strategy of the Ministry of Transport and Communications, the guidelines of e-Europe initiative concerning the broadband access in the Information Society, the strategy text of the Task Force with regard to broadband access that has been drawn up by the Special Secretariat for the Information Society as well as the strategy of the regions as it is reflected on their business plans, so as the geophysical particularities, the expected social-financial-population developments, the existing telecommunications infrastructure are taken into account. Special emphasis has been placed on the development of the relevant telecommunications broadband network infrastructure in less favorable areas.

3. Promotion of the developing demand for broadband services

Information of all involved parties on the planning, implementation and use of broadband access projects by utilizing all technologies both at a technical-financial and commercial level.

Information of the country’s public opinion on the expected results and objectives of the Measure with the aim to create a “broadband culture”, i.e. an increasing tendency for demanding broadband services in the market of home users, professional users, small medium-sized enterprises, etc. Special emphasis is placed on remote and/or less favored areas..

Information of the telecommunications services providers and of the professionals of the ICT sector that implement activities or start implementing activities on the investment opportunities and challenges found in broadband networks.

Some indicative methods of information is to organize seminars, conferences, advertisements in the MM, roadshow events and one-day conferences, to present case studies, to draw up manuals and studies, to carry out investigations for the detection of needs and to operate projects presenting broadband access for quite long.

  • The ministry of Transport and Communications and its relevant with the Measure supervised agencies.
  • Other ministries, regions, public corporations and organization, local government organization of the 1st and 2nd Degree, and companies founded by the Greek state for the execution of specific projects. Moreover, legal entities of the public sector which mange, in line with the law, direct or indirect state subsidies to enterprises based on the legal framework in force.
  • Public and Private Law Bodies Corporate provided that they do not implement productive or commercial activity and their project execution is directly supervised by a public service.
  • Legal entities selected by the state as intermediate management agencies of total subsidies and state subsidies in general operating under the direct supervision of the state.
  • The Information Society S.A.
  • The Greek Parliament.
