Action Line Measures
Advanced telecommunications services for citizens and enterprises

Measure 4.3 aims at the introduction of new telecommunications technologies in the every day life of citizens developing at the same time advanced telecommunications services to support applications throughout the whole range of economy and society.

By means of this Measure’s implementation, the introduction of new telecommunications technologies is also promoted in the operation of the public sector and enterprises so as they enjoy the benefits offered by the IS.

The Measure’s objectives are as follows:

  • Development and provision of telecommunications services and broadband services.
  • Development and provision of telecommunications and broadband services in areas of the Greek territory that have specific needs with regard to operation and interconnection of the public administration agencies.
  • Development of actions related to the application of new technologies in a specific geographical area and for a specific number of users which have not been applied in Greece yet, are not considered directly profitable but will contribute to the upgrade of the citizens’ life quality.
  • Development of special actions for the provision of telecommunications services to elderly and disabled people.

The General categories of this Measure’s actions are the following:
 
1. Broadband services provided to public administration and education agencies

Implementation of this action includes all interventions that are required to meet the needs in broadband services of public administration and education, by means of an integral quality level of provided services, after taking into consideration the condition that has been formed at the specific time period of implementation. Implementation is focused on agencies and operations of the public administration and education specified by preparation and maturing studies and cover non-favored geographical areas via interventions having a multiplying outcome.

During implementation of the action, the available satellite technology is utilized as much as possible, in accordance with the development plan that has been set out by the satellite technology exploitation and optimum utilization study with the aim to meet the needs in broadband services of the sector of public administration and education.

2. Development of broadband content and services

The action regards implementation of the natural scope of applying advanced broadband services and content by means of enhancing enterprises.
The action has the following objectives:

  • Promotion, via the practical application and dissemination in the Greek reality, of integrated and advanced broadband services and content, achievement of multiple social-economic benefits, i.e. promotion of competition in the Greek telecommunications market (and in the total market in general), development of new jobs, etc.
  • Enhancement of the demand for broadband services for enterprises and the citizen.


3. Provision of telecommunication services to special population groups

Integrated actions for the provision of telecommunications services to special population groups (disabled-AMEA and elderly people) are financed. It is possible to finance AMEA beneficiaries through their competent agencies (sectoral agencies) so as they use the under development services and/or mature technological solutions for the support of AMEA’s need for access to telecommunication and information services. Indicatively, subsidies may include one or more combinations of products, i.e. P/C peripherals, special software for Internet access, special telecommunications devices, etc.

Within the framework of implementation, the appropriate publicity of the content to the final recipients must be ensured as well as the development of an effective management system due to the expected high managing load.

4. Infrastructures and services for the development of ‘smart/ intelligent settlements’ and ‘intelligent building’

This category of actions relates to the implementation of model ‘intelligent settlements’ as well as to the implementation and development of ‘intelligent’ buildings in the public sector. Until the expiry of the O.P. development and installation actions of the necessary infrastructures and services at selected geographical spots of the country will be financed. Moreover, actions related to the operation of mechanisms for the citizens’ support in using the services, of infrastructure and provided services’ monitoring, support, audit, and maintenance mechanisms for a time period of at least 2 years upon commencement of operation. The financed services of ‘intelligent settlements’ must contribute to the upgrade of the level of citizens residing or working in the ‘intelligent settlement’ with respect to daily needs and house or professional activities, familiarization of the average citizen with new technologies and services through their every-day use, as well as with regard to investigation of the impact degree and determination of the utilization degree of these advanced telecommunications services by the average citizen. The aforementioned action will form the pilot for the utilization of interventions financed by the O.P. at a wide range. The results are monitored by the Observatory for the IS and specialize in ICT utilization guides throughout the whole range of financial and social activities.

  • The ministry of Transport and Communications and its relevant with the Measure supervised agencies.
  • Other ministries, regions, public corporations and organization, local government organization of the 1st and 2nd Degree, and companies founded by the Greek state for the execution of specific projects. Moreover, legal entities of the public sector which mange, in line with the law, direct or indirect state subsidies to enterprises based on the legal framework in force.
  • Public and Private Law Bodies Corporate provided that they do not implement productive or commercial activity and their project execution is directly supervised by a public service.
  • Legal entities selected by the state as intermediate management agencies of total subsidies and state subsidies in general operating under the direct supervision of the state.
  • The Information Society S.A.
  • The Greek Parliament.
  • Intermediate management agencies.

For the category of actions “Broadband services provided to public administration agencies” the Ultimate Beneficiary is the Ministry of the Interior, Public Administration and Decentralization.
