Measure 4.4 aims through a specific action plan at the development and modernization of post offices infrastructures and promotion of post offices into multi-dimensional centers in line with the market deregulation in the sector of postal services.

The Measure includes the following special objectives:
- Upgrade of Hellenic Post offices with the aim to render them as multi-dimensional centers to serve the citizens via interventions in the infrastructures and via implementation of actions for cooperation with public administration agencies.
- Reinforcement and acquisition of the appropriate infrastructure aiming at the complete utilization of information technology, automation of the sort-out centers as well as development of the distribution system.
- IT systems’ integration and development actions that will support the provided services, the expansion in new services and achievement of Hellenic Post’s (ELTA) quality objectives.
- Supporting actions for the smooth implementation of the measure’s remaining actions.
This Measure ensures re-organization of operations and upgrade of the postal network – one of the key objectives of Hellenic Post. Their modernization will assist their key business objectives and their infrastructures’ development and improvement.
Moreover, emphasis is placed on distant areas through a series of actions and projects aiming at transforming the post offices of Hellenic Post into multi-dimensional service centers that will allow the inhabitant of remote areas access to IS’ applications.

The following categories of actions are implemented within the framework of this Measure:
1. IT infrastructure for the automation of sort-out and distribution centers
Reinforcement and acquisition of the appropriate infrastructure aiming at the full utilization of information technology for automation of the sort-out and distribution centers as well as development of the distribution system. Moreover, Measure 4.4. will manage to reinforce – upon completion of the equipment’s installation for fully automated operation – the sort-out and distribution centers aiming at the modernization of operation of the organization’s network.
The action includes implementation of the Sort-out Center of Attica, the Automated Sort-Out Center of Thessaloniki and Sort-out Center of Patras as well as the development of a fully automated sort-out center in “ELEFTHERIOS VENIZELOS” ATHENS INTERNATIONAL AIRPORT".
2. Promotion of Hellenic Post post offices into multi-dimensional centers serving the citizen
Development of appropriate infrastructures so as Hellenic Post are able of serving – mainly in the region – the citizens with regard to public administration operations in complementation to the respective actions undertaken by the local government due to the extensive network and the large numbers of points of contact.
In addition, Hellenic Post have ensured a contact node between citizens/ inhabitants of remote areas with the Information Society, their electronic correspondence and connection to the system of payment/ collection of PUO’s insurance agencies, other service providers and the ministry of Economic Affairs.
This action regards procurement of the appropriate equipment and software for the automation of transaction booths and autonomous internet access stations.
3. Development of information systems
Within the framework of this Measure, the development process of information systems will be completed that will support the services provided, the expansion in new services and achievement of ELTA’s quality objectives.
The action’s objective is to expand, supplement and complete projects concerning automation of P.O. boxes – post offices and monitoring of special management items via procurement of the appropriate equipment. Moreover, this action relates to the development of information systems and in specific the Postal Electronic Mail (PEM), as well as Forms Management System that will mainly serve the quick-pay service..
4. Studies
Indicatively the following are mentioned:
- A study encompassing the recording of needs with the aim to determine the operations of public administration to be carried out by ELTA, the necessary infrastructures as well as siting of the required interface points.
- A network study, including individually:
- Studies on the post-evolution of the quick-pay system into an electronic payment system, on the determination of operations to be carried out by ELTA and the necessary infrastructures for expanding the network to all new points of contact.
- Implementation study of the hybrid post, in conjunction with the new expansion works of OPSODE.
- Study on human resources to include indicatively development of organization issues and development of human resources management system as well as communication issues.
