Measure 1.1 aims to improve the infrastructure and the ICTs in schools administration, Tertiary Education, at research centres, and at the same time to support all the other objectives of the Action Line for Education by means of the necessary infrastructure.

Achievement of the above involves a series of activities with the following objectives:

To equip all school and administrative units in Primary, Secondary and Special education with the necessary IT computing, network and audio-visual equipment.

To complete and upgrade the Panhellenic School Network (PSN) in relation to its infrastructure and services, ensuring that by the 2001 it will be possible for all schools to access the education network, and to create an education internal network to which all schools are connected by 2006.

To secure Broadband Internet access to the scientific community (researchers, educational and administrational personnel, students) by continuing to upgrade the network of these Institutions.

To create/upgrade IT laboratories in tertiary education.

To support the creation of public information centres with Internet access by utilizing the School laboratories, giving priority to young people in parts of the country not easily accessible.

To create/Upgrade the tele-education rooms based on a uniform design which will cater for the whole range of the educational system and to achieve their exploitation by the whole educational community.
Measures are also adopted which are closely related to training and facilitate the acquisition of PCs by instructors and pupils, as well as measures concerning the structure and operation of schools so that the new computer and network equipment can be accepted, preserved and used effectively.

The specific Measure encompasses actions which seek to adapt the educational system to the requirements of the digital age and to integrate new technologies into a functional way into Greece's educational system.
This will be achieved by implementing various categories of actions which relate to the supply, installation, operation and support of hardware.
1. Computer equipment for schools
- Primary schools will be equipped with computer, network and audiovisual systems.
- Secondary schools (junior and senior high school and technical schools) will be equipped with computer, network and audiovisual systems.
- Special education schools (at primary and secondary level) and diagnosis, evaluation and support centres will be equipped with computer, network and audiovisual systems. The equipment belonging to diagnostic, evaluation and support centres will be made available to all schools where children with special needs are studying.
2. Connecting schools to the internet
- Networking primary education.
- Networking secondary education.
3. Tertiary Level Education
- IT labs will be set up / upgraded and tertiary level institutes with priority access being given to undergraduates.
- LANs (routers / switchers) and will be upgraded and extended as will access hubs to the academic network.
4. Distance learning and education infrastructure for tertiary level education
Equipment will be procured for distance learning rooms at tertiary level institutions in order to provide telematic services emerging in the educational sector.
5. Public Information Centres
Public access points and public libraries will be set up. These operations under this action will primarily focus on less accessible areas of the country.
