Specific Objectives

Source Programming Complement

In order to achieve its two general objectives OPIS has set a series of specific objectives or priorities.

These are as follows: Action line 1 – Education and Culture, Action line 1 – Citizens and Quality of Life, Action line 3 - The Digital Economy and Employment, Action line 4 – Communications and Action line 5 - Technical Assistance.

More specifically: Education and Culture: Equipping, networking, training teachers and preparing digital material for the creation of an educational system for the 21st century, and using new technologies for the documentation and promotion of Greek culture. Citizens and quality of life: Using ICTs for improved services to the public in critical sectors of the public administration, and improving of the quality of life through the introduction of new technologies in the areas of health and welfare, the environment and transport as well as to develop Land Registry applications and infrastructure.
The Digital Economy and Employment: Creating conditions for conversion to the “new economy”, through the promotion of e-business and research and its relationship to production, skills upgrading, employment and tele-work and the exploitation of Information and Communication Technologies (ICT) by the SMEs.
Communications: Supporting the market liberalisation process and developing telecommunications infrastructure in remote areas for the provision of advanced services at low cost and points of access to the IS for the public and the utilization of ICTs by the Public Media.

Priority means one of the priorities of the strategy adopted in a Community support framework or assistance; to it is assigned a contribution from the Funds and other financial instruments and the relevant financial resources of the Member State and a set of specified targets. In the 2nd CSF priorities were referred to as sub programmes.

Each priority is implemented via a series of measures.  A measure is an instrument which contributes to achieving a priority and which permits the financing of operations.

A measure consists of a set of similar projects/actions which contribute to implementation of the measure while the priority consists of a set of similar measures which contribution to implementation of objectives.
