Action Line Measures
Technical Assistance ESF

Measure 5.1 includes actions related to the preparation, selection, monitoring and assessment of actions and activities of the technical assistance and of the projects of the Operational Programme Information Society.

Moreover, it includes actions related to:
  • Organization of meetings of the Monitoring Committee and Technical Meetings of the Operational Programme.
  • In situ monitoring of projects’ implementation.
  • Bringing in experts and providing respective services for the support of the monitoring committee and technical meetings.
  • Studies for supporting the programme’s implementation.
  • One-day conferences and training seminars.
  • Publicity, promotion and awareness.
  • Implementation of studies relating to various aspects of the IS (benchmarking, etc.), by the Observatory for the IS.

The measure includes two categories of actions:

1. “Technical Assistance ESF: Management, Application/ Implementation, and Monitoring”, and
2. “Technical Assistance ESF”


The 1st category of actions titled “Technical Assistance ESF: Management, Application/ Implementation and Monitoring” includes actions regarding the following:
  • Preparation, selection, evaluation, monitoring and assessment of the O.P.’s interventions and actions and of the O.P.’s management & application structures.
  • In situ monitoring of project monitoring.

More specifically, 100% of the listed actions must have been in situ checked at least once until 2008.

  • Bringing in experts and provision of respective services for supporting the Monitoring Committee and the Technical Meetings/ Conferences.


Every year approximately 2 Monitoring Committees are formed while prior to formation of each Monitoring Committee, the Technical Meetings will take place (10 meetings approximately are estimated per each Monitoring Committee). External experts may be called to participate in these meetings.
The participation of structural funds in the expenditure of the 1st category of actions does not exceed the limit citied under point 2.4 of the regulation 1685/00, as in force today:
The 2nd category of actions titled “Technical Assistance ESF” includes actions regarding:

  • Studies for supporting the programme’s implementation.
  • One-day conferences and training seminars.
  • Publicity, promotion and awareness.
  • Implementation of studies relating to various aspects of the IS (benchmarking, etc.), by the Observatory for the IS.


This Measure supplements all other measures of the 1st, 2nd, 3rd, and 4th Priority Axis.
