The total budget of Axis 4 is 422.5 m€. Until 31/12/2003, the invitations of the Axis covered all the Measures of the Axis with 217 m€ or a percentage of 51.4% of the budget of the Axis.

Until 31/12/2003, the integrations came up to 32.5 m€ or a percentage of 7.7% of the budget of the Axis and were limited only to the first two Measures, 4.1 and 4.2. The contracts and expenditure came up to percentages 4.6% and 0.6% respectively and were limited to Measure 4.1.
The other Measures of the Axis had zero integrations, contracts and expenditure. The invitations in Measure 4.4 covered 62.5% of the budget of the Measure, in Measure 4.5, 19.2% and in Measure 4.6, 50%, but there were no integrations, contracts or expenditure. There were no invitations for Measure 4.3.

Until 31/12/2003, the integrations had a marginal increase and covered a percentage of 7.4% of the budget of the Axis, while, counting in the Acceleration Programme, the activated budget reached only 10.3% of the budget of the Axis, but it was still limited to the first two measures. The other measures were still inactive, despite the fact that there were invitations. However, approved proposals of a total budget of 11.4 m€ were expected to be integrated by 91 bodies in Measure 4.2 “Development of infrastructures of local access networks”.

Basic institutional points of the Axis that are pending are the confirmation of the financing form and terms for Broadband networks which constitute the central priority of the Axis and Measures 4.4 and 4.5 concerning the Hellenic Post (ELTA) which the European Commission, where the approval was pending, approved with the notification procedure.
