The third Monitoring Committee of the Operational Programme “Information Society” was set up with the Joint Ministerial Decision No 13669 (Government Gazette 493/Β 27/04/2001) and the meeting convened on Monday, 8 December, 2003, at 9:30, at the “Divani Caravel” hotel, in Athens.

The topics of the agenda were the following:

  • Approval of the Agenda and the Minutes of the 2nd Meeting of the Monitoring Committee
  • The Chair of the Monitoring Committee commences the procedures
  • Updating of the Monitoring Committee by the Special Secretary for the Information Society about the progress of the Programme.
  • Management system of the Operational Programme “Information Society”.
  • Comprehensive presentation of the implementation progress of the Operational Programme, Planning and Acceleration actions
  • Description of implementation progress in relation to priority Axis, Measure & Fund.
  • Fiscal execution of the Programme – Audit actions of the incorporated actions
  • Technical assistance actions
  • Information and Publicity Actions
  • Presentation of the intermediate evaluation of the Operational Programme
  • Proposal of Reviewing the Operational Programme “Information Society”
  • Synthesis of Operational Plans

Decisions - Conclusions

  • The Monitoring Committee approved the agenda.
  • The Committee recognised the accelerated rate of the implementation progress of the Operational Programme “Information Society”, as it is expressed by the activation percentage of the priority axes, the percentage of the total budget for the projects which have been incorporated and are being implemented, the number and total budget of the calls that have been published, as well as the remarkable progress in the resource absorption rate and the tangible results in specific fields of the programme.
  • The Monitoring Committee ascertained that there was considerable development and operation of the management and monitoring system of the 2000-2006 CSF in the Special Management Service of the Operational Programme “Information Society”
  • The Monitoring Committee studied the report of the Intermediate Evaluation of the Operational Programme “Information Society” in which the development of the programme until then was evaluated as regards its main elements as well as the perspectives of effective implementation.
  • The Monitoring Committee studied the proposals of the Special Management Service of the Operational Programme “Information Society” about the modifications in the Programme complement of the Operational Programme “Information Society”. All final modifications were unanimously approved after comments of the members of the Committee. The new indices concerning the effectiveness criteria were also approved.
  • The Monitoring Committee approved the basic points of the suggested revision of the programme and the suggested directions of distributing additional resources.
  • The Committee was informed about the approval of the Annual Report of 2002 by the Services of the European Commission.
