In the case of Spain, the Information Society is covered by the Knowledge-based Society Operational Programme as sub-programme 7 with a total budget of € 969.3 million. The programme includes 6 measures and Technical Assistance.
The objectives and contents of the Programme are set out briefly in the following paragraphs.
- Measure 7.1 'Aid to access to new digital services' seeks to bridge the digital divide in very peripheral areas of the Objective 1 country, with the overriding aim of combating social exclusion and ensuring access for the entire population, businesses and public services. A key category of actions which accounts for 1/3 of the budget for this Measure is improving the telecommunications network in rural areas of Spain.
- Measure 7.2: Access to infrastructure and digital content. This measure includes 4 main categories of actions: school access to the internet, public internet access points, digital content and tools, public services and online application. This measure covers the fields of education and culture and covers initiatives for e-government, tele-medicine and smart transport.
- Measure 7.3: Technological research and innovation. This measure includes actions to develop state-of-the-art ICT services and applications for e-commerce and to support the development of the IT sector.
- Measure 7.4: Aid to businesses. This measure seeks to create a favourable environment and the conditions for a roll over to the new economy, to promote e-commerce, to foster entrepreneurialism and to improve ICT skills. More than 500 applications will be developed with 10 000 enterprises benefiting directly and 30 000 benefiting indirectly.
- Measure 7.5: Dynamic InfoSoc applications. This measure focuses on creating an online city in each region by introducing a wide range of applications which include tele-working, tele-medicine, e-government services, online tourist services and tele-education. 11 cities are expected to participate, 2000 training courses be developed and 90 000 students participate.
- Measure 7.6: Distance learning university. This measure seeks to introduce distance learning online to the open university of Spain.
In the case of Spain the 2000-2006 CSF is the main source of public financing in the InfoSoc sector for Objective 1 regions while for Objective 2 regions the InfoSoc sector is financed by national resources.
