The aim of Measure 2.1. is to prepare and co-ordinate Public Administration agencies, and to develop pilot applications related to the use of ICTs to improve the quality of services provided for citizens and firms by Public Administration at central, regional and local levels.

The interventions under Measure 2.1 are a web of inter-related, complementary groups of actions, each of which deals with a specific set of problems and its tailored to their needs. These are as follows:
1. Preparation of business plans – agency preparation
The business plan of each agency outlines, analyses and documents the actions it plans to take which could be financed by the OPIS and constitute an overall image of planning activities for one or more areas within its remit in order to achieve strategic targets which have been set.
Agencies should design interventions in an overall, coordinated manner specifying all possible synergies and partnerships required to successfully implement the programme.
2. Studies on horizontal issues to optimise services provided to citizens
These actions seek to simplify and redefine the way in which the public administration operates by basing operations on ICTs with emphasis on better quality services for citizens.
The focus here is on removing a series of barriers and problems relating to organisational, institutional and operational issues and low ICT usage so as to ensure better quality service for citizens.
These actions are a prerequisite for rationalising the work provided, squeezing down costs, improving productive and performance. Simplifying (or redefining) procedures will reconfigure the organisational, operational and institutional framework of public administration in terms of modern business practices implemented at European level.
3. Pilot and innovative applications
Pilot applications primarily relates to horizontal projects which seek to provide services to citizens and businesses and to improve the quality of life and the quality of services provided by integrating modern technological standards and best practices.
The specific issues which need to be addressed via pilot applications include:
- More effective means of administering and managing projects and implementation monitoring mechanisms
- The requirements for developing large scale applications (conditions, human and other resources, additional studies, etc.)
- Time frame and project costs
- Regional dimension and conditions for decentralised development
- Risks entailed by implementing interventions and how these can be minimised via pilot projects and procedures to notify - forward the changes sought.
Developing pilot projects in effect prepares and ensures that PA mechanisms are familiar with the introduction and use of new ICTs. As a result, PA will understand the conditions for implementing such projects and will better prepare itself for developing large-scale projects.

For the second category of operations (Studies on horizontal issues to optimise services provided to citizens) the ultimate beneficiaries are:
- Information Society S.A.
- The Ministry of the Interior, Public Administration & Decentralisation
- The Hellenic Parliament
- Managing Authorities
For the third category of operations (pilot and innovative applications) the final beneficiaries are:
- Ministries, regions and independent administrative authorities
- Public law bodies corporate, 1st and 2nd level Local Government Authorities and companies established by the Greek State and the aforementioned bodies to implement specific projects
- Private law bodies corporate and associations where they are not engaged in productive or commercial activity and implementation of their project is directly serviced by the state.
