The aim of Measure 2.4 is to draw up a strategy and an action plan for the IS in all regions, to encourage innovative pilot activities related to the development of IS applications at regional and local levels, and to establish and support geographical and environmental mapping and administrative systems at a central, regional and local level.

The activities to encourage innovative pilot projects related to the development of IS applications at regional and local levels have the following objectives:
- To utilise local features and comparative advantages.
- To support investments in the fields of infrastructure and the production and use of products, applications and services for the IS.
- To improve the quality of life and reduce the digital gap.
- To strengthen the participation of the citizens in public matters via the IS.
The activities to establish and support geographical and environmental mapping and administrative information systems at a central, regional and local level include two types of action:
- The creation of geographical mapping and administrative information systems by preparing digital maps as a platform for the production of general and thematic maps required for development and administration purposes; the management and provision of digital data and the distribution of such data in electronic form. All the above aim at developing a National Spatial Data Infrastructure to serve administrative, social environmental and developmental aims.
The use of information systems for covering specialized needs in the areas of environmental and natural resources management, and for reaction to natural disasters as well as for establishing public utility networks etc.

The interventions that are being implemented are interconnected action groups where each one aims at dealing with a group of problems. They are specialized in:
1. Actions of developing applications of pilot and innovative character
The actions of this group concern the development of applications of innovative character at a regional –local level, promoting the local characteristics in comparative advantages of the application area and aiming at the more rational development decision making and the strengthening of investments in the fields of infrastructure, production and use of products, applications and services.
The innovative actions aim at assisting the less privileged areas in drawing up a regional plan which will effectively deal with the challenges of the future, mainly the globalization of the economy and the acceleration of technological modifications. In this way, the flexibility and adaptation of the regions to the conditions prevailing each time will be secured so as to strengthen their competitiveness, to decrease structural inequalities, to reduce the digital gap and create dynamic jobs.
In the framework of the proposed actions, special emphasis is also given to actions aiming at the provision of telematics services for non privileged areas (such as, inaccessible, insular, non-urban areas, areas with degraded urban functions or with special population composition) etc.
The actions of this category complement the horizontal actions financed by the other Measures of the Operational Programme. These actions are specialized by thematic field in the following sub-categories:
Sub-category 1.1 – Education –training actions
Indicative actions related to the specialised digital content of school units, tele-education, infrastructures for distant training, equipment of school units etc.
Sub-category 1.2 – Culture & tourism actions
Indicative actions for the development of utilisation systems of cultural and tourist content, systems of monitoring and protecting cultural resources, of promoting the cultural and tourist product, of library content, tourist information center networks etc.
Sub-category 1.3 – Public administration actions – Information actions
Indicative actions related to the networking of public administration units, automatisation of e-government services, development of providing tele-conference – telematics services, access centers for citizen services (with emphasis on special citizen groups), development of support systems of the back office operation of the Citizen Service Centers (drawing of data from e- bases of public administration bodies) for the conclusion of affairs of citizens, internet portals, tele-information for inaccessible, insular and non-urban areas etc.
Sub-category 1.4 – Health –welfare actions
Indicative actions related to tele-medicine, tele-diagnosis, tele-consultancy, medical tele-conference and medical tele-education, support systems of primary health care services), internet portals (public health, provision of services for health professionals), support services “help-at-home” etc.
Sub-category 1.5 – Environment actions
Indicative actions related to the development of information systems, such as the GIS in order to deal with crisis situations, management of sensitive areas, promotion of the natural environment, monitoring- warning – protection of environmentally sensitive areas, management –protection of mountainous areas etc.
Sub-category 1.6 – Transportation actions
Indicative actions related to the development of telematics infrastructures for transport management, management of the fleet of public transportation means, provision of services for the citizen etc.
Sub-category 1.7 – Business support actions
Implementation of support actions for businesses for their introduction in digital economy.
2. Actions of creating and supporting geographical and mapping information systems
The actions of this category concern the creation of a National Spatial Data Infrastructure and the development of Geographical Information Systems (GIS) for the production of general and thematic maps.
Sub-category 2.1: Creation of a wider digital data infrastructure for the support of applications
The actions of this sub-category concern the creation of a National Spatial Data Infrastructure as a single, standard structure for digital data exchange. The action is horizontal and concerns the creation of geographical data bases for the country. The infrastructure will include a collection of the already existing data, their completion and production of new ones, network communication, inter-operability standards, standards of cooperation between the bodies, access mechanisms and a policy of distributing the products and will aim at the compilation of digital maps as a platform for the synthesis and production of thematic or special maps, necessary for drawing a development policy.
A horizontal study was drawn up for the development of a National Spatial Data Infrastructure and a work group was set up by the Managing Authority of the Information Society with representatives of all the bodies-providers of digital data.
The above actions and the harmonization with the e-Government and e-Europe directives as well as with the international target of setting up a European Spatial Data Infrastructure –ESDI and a Global Spatial Data Infrastructure –GSDI led to the breaking down of the individual objectives –actions that specialize in:
- A complete recording of the existing spatial data conducted by participating bodies;
- A selection of the spatial data comprising the basis of the National Spatial Data Infrastructure and institutionalisation of rules and priorities;
- Formation of technical specifications for meta-data, systems, procedures and operations aiming at the National Spatial Data Infrastructure in Greece;
- Formation of an entity for each different level of spatial data at the level of the country;
- Formation of a meta-data system for all kinds of data of each body;
- Conversion of the whole or a part of the available spatial data into digital form (depending on the volume of the data, the budget and the capabilities of each authority);
- Formation of central and individual information nodal points for the data on the Internet;
- Distribution of digital data to the public and bodies;
- Completion carried out by each body of the levels and forms of spatial data (mapping platforms of different precision and scales for the country);
- Setting up of a coordination mechanism for the support and development of a national spatial data infrastructure;
- Strengthening of initiatives for the unification of reference systems and final selection of interoperability standards.
Sub-category 2.2: Development of applications of Geographical Information Systems
The development of Geographical Information Systems and equipment is implemented in order to cover the specialized needs of the bodies arising from the Operational Plans drawn in the framework of the Operational Programme (e.g. management of the networks of the mass means of transportation, management of water supply – sewage networks, management of rubbish disposal, monitoring in the change of the uses of land etc).
3. Development actions of information systems in the environment sector
The actions of this category refer to the development of applications about environmental issues with the aim of monitoring, managing and protecting the natural and human-made environment at the level of the country. These applications are compatible with the European and international requirements.

- For sub-category 1.3. The Ministry of the Interior, Public Administration and Decentralization and its supervised bodies, as well as the Hellenic Parliament are additional Ultimate Beneficiaries.
- For sub-category 1.4. Ultimate Beneficiaries for all regions are additionally the ministry of Health and Social Solidarity, the Regional Health and Welfare System, hospitals, health centers, other non profit bodies supervised by the Ministry of Health and Social Solidarity, the 1st Degree Local Authority Organisations.
- For sub-categories 1.5 and 1.6. The General Secretariats of the regions and the 1st and 2nd degree Local Authority Organisations are additional Ultimate Beneficiaries.
- For sub-category 2.1. The Ultimate Beneficiaries are the Ministry of National Defense or one of its supervised bodies, the Ministry of the Environment, Planning and Public Works or one of its supervised bodies, the Ministry of Agriculture or one of its supervised bodies.
- For sub-category 2.2., the Ultimate Beneficiaries are ministries and their supervised bodies as well as the ones determined by the relevant sub-category of action in the operational plan of each region.
- For sub-category 3, the Ultimate Beneficiaries are Ministry of the Environment, Planning and Public Works and its supervised bodies
- For all categories of the Measure the ultimate beneficiary can be the Information Society SA and intermediate management bodies.
