Action Line Measures
Training and modernization in the public administration

The aim of Measure 2.5 is the training of public sector employees as well as the managerial and administrative changes and the introduction of modern automating office and telecommunication systems.

Fulfilment of these requirements is the purpose of the special objectives of this Measure, which are as follows:

  • To improve the skills and effectiveness of staff employed in the public sector so as to facilitate the acceptance of the ERDF interventions in the context of Axis 2.
  • To improve the organisational and functional framework of the sections and departments in the public sector that will manage the changes.
  • Studies on the use of ICTs for the purpose of modernising PA (i.e. to determine the necessary provided electronic services, based on the functional interfacing requirements of Public Administration, a framework for the provision of public information, etc.).

The categories of the Measure are specialized as follows:
 
1. Development of administrative work skills in an ICT digital environment

This category of actions concerns the upgrading of the business ability of public services with the aim of developing work and decision making skills in a modern ICT environment.

The training is based on the best adaptation of the public administration staff to the new “work rules”.

Its scope is the learning of new methods and procedures as regards: the planning and implementation of public policies, the organisation of services, the development of new administrative products as well as the communication –public service sector.
The procedure includes training in new methods and procedures in view of their involvement in projects of re-drawing public policies, restructuring of services or programme management etc.

The following can be considered complementary actions:

  • Measuring the effectiveness of public organisations.
  • Evaluation of the results of training with a system of indices in order to record the situation before and after the training action.
  • The certification of training.
  • The Training Institute of the National Center for Public Administration has the responsibility for the planning of the implementation procedures of the training of the public sector staff and the coordination of the other public schools. 

2. Training of information system users

The extensive introduction of ICTs and the adoption of new administration, production, research and diffusion of information methods in pubic services with the use of ICTs will allow the introduction of innovative work methods, as well as the upgrading in terms of quality in citizen service issues in critical sectors of everyday life.

This is achieved with the training of civil servants conducted by the contractors of the relevant information projects, as part of the contract.

The training in the use of information system applications conducted by the contractors of the relevant information projects is certified by the contractor by issuing a certificate.

Moreover, the training action of the public administration staff in the productive operation and the diffusion of the use of systems in the services of the implementation bodies, which can be implemented by the public sector schools, are considered important.
 
3. Horizontal infrastructure studies for the determination of the organisation and the distribution framework of public information

They are studies aiming at the modernization of Public Administration (e.g. determination of the necessary central information bases having as an axis the operational inter-connection requirements of Public Administration, a distribution, provision and processing framework of public information etc).

For the 1st category of actions, the Ultimate Beneficiaries are:

  • Public sector schools directly supervised by the competent ministry.

For the 2nd category of actions, the Ultimate Beneficiaries are:

  • Ministries, their supervised bodies relevant to the measure, independent administrative authorities, social security bodies, local authority bodies.
  • The Information Society SA
  • Public sector schools directly supervised by the competent ministry.
  • The Hellenic Parliament.


More specifically, for category action 3, (Horizontal infrastructure studies for the determination of the organisation and the distribution framework of public information), the Ultimate Beneficiaries are:

  • The Information Society SA
  • The Ministry for the Interior, Public Administration and Decentralization.
