Action Line Measures
Training and institutional measures in health and welfare

Measure 2.7 aims at securing the basic prerequisites for the successful implementation and application of the previous Measure so as to create a fully revised health and welfare system making use of modern ICTs.

It comprises activities in four directions:
  • Training of scientific, administrative and hospital staff in ICT medicine applications for preventive, diagnostic and therapeutic purposes, as well as training for ICT users.
  • Training and development of human resources to support the operation of health centres in remote areas.
  • Studies and codifications to determine an institutional and organisational framework for the operation of telematics health services, for the security of medical information and for the adoption of procedures and standards for medical data, etc.
  • Publicity or/and other actions (such as consultation mechanisms etc.) will be used with the aim of sensitizing health professionals, interested parties and other bodies in planning, implementing and adopting ICTs in the provision of administrative, hospital and medical health services.


Training is related to the introduction of ICTs in the health and welfare sector in accordance with the actions of Measure 2.6

The specific Measure agrees with the aim of Priority Axis 1 for health and welfare. The categories anticipated in this direction concern mainly:

1. Studies and codifications for the determination of an institutional and organizational framework 

Studies and codifications for the following thematic fields are indicatively mentioned:
  • Codifications of basic medical data.
  • Creation of national registries (e.g. hospital doctors, nurses, welfare personnel etc), in total and per specialization, who will improve the ability of the Ministry of Health and Social Solidarity to take decisions (distribution of personnel, programming of hiring etc).
  • Creation, establishment, over-time preservation and diffusion of codifications, standards, technical specifications, models and methodologies of implementation of a national range to bodies as well as monitoring for their proper application.
  • Study for the institutionalization of compulsory application of a series of documentation procedures (e.g. use of codifications, updating of medical record by the General Practitioners, updating of epidemiologic data bases etc.).
  • Study for the institutionalization of a single patient’s registry for the population of the country. 
  • Determination – standardisation of the minimum data set which must be included in the hospital electronic patient’s record. Establishment of the relevant total for primary care (GPs) as well as electronic diffusion.
  • Determination of an authentication/ certification mechanism for electronic transactions in the health sector, via the Internet.
  • Support of the creation of an institutional framework for the application of tele-medicine systems.

2. Training of the personnel of the bodies – training of ICT users

The aim of the training activities is the creation of a critical core of users who will operate the ICT systems installed in the bodies.

These activities are mainly about the training:

  • Of the personnel of the country in basic information technology and communication tools (medical telematics applications) with the aim of familiarisation of the users in new technologies;
  • On the management of the medical record data;
  • Of the administrative personnel (including the personnel of the regional National Health Systems) on the systems of accounting monitoring of the cost centers;
  • On the new codifications of data, costing systems, health care map preservation, new procedures and practices in procurements (e.g. electronic transactions) with emphasis on the way the above practices are incorporated in the procedures of the bodies.

The training in the use of information technology system applications by the contractors of the relevant information technology projects in Measure 2.6 as part of the contract is certified by the contractor with the issuance of a certificate.
 
3. Sensitization, consultation and information of the stakeholders for active participation in the implementation of interventions

  • Sensitization of all the involved bodies – persons so as to secure convergence and the biggest possible identification of ideas in the implementation way and value of the interventions. 
  • Consultation with communities of stakeholders, professional organisations, scientific bodies in horizontal issues that are involved in the successful implementation of the interventions (e.g. electronic health record) with the aim of introducing documented policy measures and measures of an action programme.

The Ultimate Beneficiaries, depending on the category, are:
  • • The Ministry of Health and Social Solidarity and its directly or indirectly supervised bodies relevant to the measure, the ministry of Employment and Social Protection, IKA (Social Security Institute) .
  • • The Information Society SA
  • • Health Care Regional Administrations (DYPE).
  • • The Information Society Observatory.
