Action Line Measures
Database and Information Technology Infrastructure in a Modern Land Registry

Measure 2.9 aims at creating an operational and high-quality database at a national level which will provide preliminary land registry particulars and the necessary information technology infrastructures.

The database managed by Land Registry S.A., and the provided services based on it, will be available for services and citizens until the end of the Operational Programme in accordance with the applicable provisions for the provision of the data. The quality level of these services is quantitatively defined and will be offered on-line to the interested parties.

The projects that will be carried out until the end of the Operational Programme in the framework of the present measure are:

1. The modernization of the Greek Geodesic Network.
1.1 Hellenic Positioning Service (HEPOS)

2. Digitalization and modification of the existing maps and records
2.1 Digitalization of distribution and land redistribution particulars
2.2 Digital database of the “active” titles of urban centers mortgage registries
2.3 Special Land Registries

3. Creation of unified basic pedestals
3.1 Wide scale “True” ortho imagery for urban areas
3.2 Ortho Photo Maps, 1:5000 scale, for the whole of the country

4. Collection of indicative particulars/elements so as to facilitate the recording procedures of beneficial interests
4.1 Limit setting for forests and forest areas
4.2 Creation of a mapping pedestal for designing of seashores

5. Improvement of the Information technology System
5.1  Modernization of information technology infrastructure for the Land Registry
5.2  Internet Services for the provision of data
5.3 Internet Services for new registration of properties

The interventions are interconnected action groups each of which aims at dealing with a group of problems.

Category 1: The modernization of the Greek Geodesic Network – The Hellenic Positioning Service (HEPOS)

The 1st category aims at developing the Hellenic positioning service (HEPOS) which, by utilizing satellite technologies, will allow the determination of coordinate points of the Greek territory in such a way so as:

  • To achieve high precision in the determination of coordinates (of the order of some centimetres);
  • To provide higher homogeneity in the determination of coordinates;
  • To reduce the required equipment as well as the time required for measurements.


Category 2: Digitization and conversion of existing maps and registries

Sub-category 2.1: Digitization of distribution and land redistribution particulars

This sub-category aims at the digitization of the distribution and land redistribution particulars found in the records of the Ministry of Agricultural Development and Foods so that they can take a form appropriate for being utilized in the compilation of the National Land Registry.

Sub-category 2.2: Digital database of the “active” titles of the urban centers mortgage registries

This sub-category aims at the creation of a digital database of the “active” titles found in the mortgage registries of the urban centers in the country so as to create a platform which will facilitate and accelerate the land registry in these areas.

Sub-category 2.3: Special Land Registries

This sub-category aims at the digitization of the data of the Dodecanese Land Registry so as to convert them in a form compatible with the one of the information technology system of the National Land Registry. 

Category 3: Creation of unified basic pedestrals

Sub-category 3.1: Wide scale “True” ortho imagery for urban areas

This sub-category aims at the creation of Wide scale “True” ortho imagery (1:1.000-1:2.000) for later land registering of the urban areas of the country.

Sub-category 3.2: Ortho Photo Maps, 1:5000 scale, for the whole of the country

This sub-category aims at the creation of a unified mapping pedestral for the whole of the country which will be later used for the land registering of the non-urban areas of the country.

Category 4: Collection of indicative particulars/ elements so as to facilitate the recording procedures of beneficial interests

Sub-category 4.1: Limit setting for forests and forest areas

This sub-category aims at setting limits for forests and forest areas for the country so that these data will be used during land registering for the protection of the property rights of the Greek state on the public forest areas. 

Sub-category 4.2: Creation of a mapping pedestal for designing of seashores

This sub-category aims at the creation of a mapping pedestral appropriate for designing the seashores of the country as well as the riparian zones of the  “sailing” rivers and “big” lakes of the country so that these data will be used during land registering for the protection of the property rights of the Greek state on these areas.

Category 5: Improvement of the information technology system

Sub-category 5.1: Modernization of the information technology infrastructure for the Land Registry

This sub-category aims at the improvement of the information technology infrastructure of Land Registry SA so that it can respond to its basic mission which is the compilation and operation of the National Land Registry.

More specifically it aims at:

  • The creation of a data center and a disaster recovery center;
  • The installation and use of a unified telecommunication infrastructure of high speed and security technologies for all data exchange with external associates/ people having transactions with Land Registry SA;
  • The development of a Management Information System of Land Registry SA which will become the central management means of the new actions and the assets of the company.

Sub-category 5.2: Internet Services for the provision of data

This sub-category aims at the creation of internet applications and services allowing unhindered access to the digital mapping pedestral which will be created in the framework of this Measure (ortho-imagery of small and medium scale, maps for forest areas etc). The material will be placed in a web site which will operate as national data depository and it will available to future contractors of Land Registry SA, government services, bodies and the public for any legal use, in the framework determined by the applicable institutional framework for data distribution.

Sub-category 5.3: Internet Services for new registration of properties

This sub-category focuses on the development of Internet services concerning the compilation of the National Land Registry in new areas. These services will be addressed both to the involved citizens as well as to the involved bodies, the contractors of the new land registration projects and Land Registry SA. In this way, the possibilities provided today by the information science in the collection, processing, management and quality control of the collected information will be utilised as much as possible.
