Skills upgrading
The aim of Measure 3.4 is to help in the creation of a workforce with appropriate skills, able to work in the new environment and conditions created by the IS as well as in the promotion of employment.

The Measure’s activities are directed both at the employed and the unemployed, and include the following:
- Programmes to develop basic ICT skills in the field of IS using decentralised procedures (training, light equipment, advisory services), and with the aim of their diffusion throughout the country’s socio-economic web in order to increase the employability of human resources as well as the training of instructors and the staff of Accompanying Support Services (ASS) in the new ICTs.
- Development programmes of advanced ICT skills in new IS occupations and in sectors such as culture and/or research.
- Promotion of tele- training, with the development of the necessary equipment, with priority given to island and isolated mountain areas. Special care will be given to the promotion of tele-training for the vulnerable population groups, especially women and people with special needs.

1. Training programmes in basic ICT skills
Training programmes in basic ICT skills are being financed with decentralized procedures and with the aim of their diffusion throughout the country’s socio-economic web in order to increase the employability of human resources.
Moreover, familiarisation programmes for free lancers with the new ICTs are supported so that they can be informed about the capabilities, the benefits and the dangers from their use so that their career is facilitated.
2. Training and alternating training programmes for the development of advanced ICT skills
This category aims at the implementation of development programmes of advanced ICT skills in new occupations of the IS or/ and in the sectors of culture and research.
3. Training programmes for instructors and development programmes for training and educational programme tools
The training of instructors is financed as well as of the staff of Accompanying Support Services (ASS) in the new ICTs and the new educational standards adopted in the framework of training forms.
4. Promotion of the use of flexible training forms
The activities implemented in the framework of the specific action concern the support, in the form of co-financing, of viable business initiatives for the development and pilot operation of provision systems of tele-training services for the employed and the unemployed. Activities of using tele-training are financed with development of equipment especially in island and isolated mountainous areas.
Special care is given to the promotion of tele-training to population groups such as women and people with special needs.
Apart from the above actions, the Measure also includes categories of actions that will derive from the operational plan of the body responsible for the application of the Measure or other bodies with actions in synergy with the specific Measure.
