Employment promotion in the Information Society

The aim of Measure 3.5 is to create a positive environment for the promotion of employment in IS occupations, for the development of entrepreneurship in IS sectors and for the development of new forms of work such as tele-work.

The actions of the Measure are directed both to the employed and the unemployed as follows:

  • To promote programmes for the acquisition of working experience (Stage) for unemployed young graduates of tertiary education and programmes of connection, training and employment of unemployed graduates of tertiary education, with the aim of promoting employment in IS sectors.
  • To promote new forms of entrepreneurial activity for the unemployed and for people working in IS sectors in order to promote employment and reinforce the creation and setting up of small and medium sized enterprises in the ICT sector for young free lancers by utilising the already existing related structures. These actions will be implemented in addition to corresponding actions by the Ministry of Development and the Ministry of Employment and Social Protection.
  • To support the adaptation and to develop the statutory framework for tele-work following the completion of related studies in collaboration with the corresponding Ministries; as well as to promote tele-work in specific centres with emphasis on the development of pilot projects for the networking of companies and professionals with priority to those from remote areas, and to spread tele-work best practices.
  • To create employment opportunities for young graduates from research organisations in Greece or abroad. This action relates to the placement of researchers, PhD holders, into companies with newly created full-time jobs of high requirements in order to support technology transfer or R&TD activities.
  • To promote ICT related employment in companies by putting emphasis on investments funded by the actions in Axis 3.

1. Programmes for the acquisition of working experience (Stage) in specializations of Information Technology and Communications for unemployed graduates of tertiary education

The “on-the-job-training” actions aim at developing skills and working experience in the new sectors of IS for the young unemployed graduates of tertiary education mainly of specializations that are not on demand in the labour market so that they will be able to enter the labour market. This action will increase the employment opportunities (decrease in unemployment) for young graduates and at the same time, the opportunity is given to enterprises and bodies to contribute to the training and employment of young professionals in a way that reflects the real developmental needs of the Information Society. Priority is given to programmes with the participation of enterprises from the sectors of services and the “new economy”.  This action aims at the participation by priority of those that have attended the training programmes of advanced skills of Measure 3.4.

The facilitation of the inclusion of women in the ICT labour market with the strengthened quota for their participation in the programmes is also anticipated.

2. Promotion of entrepreneurship with the use of ICTs

Promotion of the new forms of entrepreneurship for the unemployed and young free lancers in order to set up small enterprises as well as for the employed in IS fields with the aim of promoting employment and utilising the already existing structures.

These actions will be implemented in addition to corresponding actions by the Ministry of Development and the Ministry of Employment and Social Protection.

3. Promotion of tele-work

Actions for the promotion of tele-work in specific fields are financed as well as for the diffusion of tele-work “best practices. Priority is given to operational plans that facilitate the increase in employment in areas with difficulties in access, productive centres as well as to vulnerable population groups and women.

Moreover, studies for the development and adaptation of the national statutory framework for tele-work are financed so as to facilitate the adoption of new flexible forms of organising work.

4. Promotion of employment in ICTs in enterprises with emphasis on investments financed by the actions of Axis 3

Reinforcement of employment in the ICT sector in enterprises. Special emphasis is given to enterprises financed by reinforcement actions of the OPIS. 

5. Promotion of employment of new researchers in enterprises

Researches, holders of a PhD degree, as well as auxiliary research support personnel are placed in full time, newly-created ICT jobs in enterprises This placement aims at supporting enterprises in activities in the fields of know-how transfer, R&TD, improvement of the quality of products and services or/ and improvement of the productive procedure.
 
The Measure also includes categories of actions that will derive from the operational plan of the body responsible for the application of the Measure or other bodies with actions in synergy with the specific Measure.

  • The Ultimate Beneficiary for categories 1, 2, 3, 4 is the Ministry of Employment and Social Protection and its supervised bodies relevant to the Measure.
  • The Ultimate Beneficiary for category 5 is the Ministry of Development and its supervised bodies relevant to the Measure.
  • The Ultimate Beneficiaries for all categories can be the Information Society SA and intermediate management bodies.
