The first Priority Axes of the OPIS concerns education and culture. The aim is to adapt the educational system to the needs of the digital age and to achieve increased use of new technologies in education, including the networking of schools, universities and the academic community (including administrative services); training teachers and pupils; and developing digital educational content.

In addition, ICTs will be used to manage, document and promote Greek culture and civilisation.
In accordance with the recommendations of the eEurope 2002 and eEurope 2005 action plans, a cohesive action plan becomes effective, ensuring that all schools have access to the Internet and to multimedia tools. Young people living in the less prosperous parts of the country are at the least ensured access to the IS via public connection points. By the end of the Operational Programme, it is intended that all teachers will be trained in the use of the Internet and multimedia tools, and  all graduates of compulsory education will be “computer-literate”.

Teachers should also be continually updated about new technologies, and appropriate multimedia educational applications should be developed for training. Also, the certification of educational software applications should be promoted, interconnected digital libraries should be created, and distance learning centres should be established for teachers and pupils, so that all of the created infrastructure as well as the investments developed during the application of the plan will be utilized by all of the education community. Achievement of these objectives depends on the mobilisation of new methods that accelerate the implementation process. Additionally, computer accessibility can be improved by encouraging the supply of low-cost equipment.

A further priority is to make use of ICT applications in the area of culture, which is one of Greece’s basic comparative advantages. The possibilities offered by modern ICTs for the exchange of images, texts, sound, etc., do much to eliminate the obstacles of restricted linguistic range and peripheral geographical position, and provide important opportunities for the dissemination of ideas and information about Greek cultural and historical heritage and contemporary creation. 

The balanced pursuit of social and economic benefits that arise from cultural development is a basic principle governing the strategy of development in the IS. Significant benefits for development are expected both in the broader cultural sector, in science and cultural education, and in the context of the leisure industry and economy. Economic benefits will arise either directly, through direct entrepreneurial utilisation of cultural products, or indirectly, by making the most of parallel activities (tourism, the recreation industry, cultural content, education and trade).

The general objectives of the strategy for culture in the IS include, firstly, support for the content industry by the development of cultural services and value-added products as well as related business activities, and secondly, a more general promotion of culture and cultural education, by highlighting the Greek cultural and historical reserve, by means of diffusing it via the Internet, with the active participation of creative elements, specialist scientists, young people and the general public. Those aspirations will be achieved both by improving availability conditions, and by stimulating demand for services and products with a cultural content at national and international levels.

Accelerated procedures and institutional adaptation, where necessary, will emphasise the use of ICTs for the scientific and administrational documentation and management of the Greek cultural reserve (including the management of intellectual rights), the promotion of Greek cultural and historical heritage (both ancient and modern) through the use of modern communications networks, protection of the Greek language, and support for new forms of cultural expression involving the use of ICTs.
