Since the beginning of the programme until 31/12/2004, 110 projects of a total budget of 108.96 m€ were integrated in Axis 4. In 2004, 99 projects, of a total budget of 73,590,828 € were integrated.

Measure 4.1: Development of mechanisms for the application of the institutional framework and the strengthening of competition

Since the beginning of the programme until 31/12/2004, 1 invitation of a total budget of 48,002,378 €, was published in Measure 4.1. No additional invitations were published in 2004.
Since the beginning of the programme until 31/12/2004, 10 projects, of a total budget of 24.37 m€, were integrated concerning projects of the Hellenic Telecommunications and Post Commission as well as the General Communication Secretariat. No new projects were integrated in 2004.
The legal commitments signed correspond accumulatively (2000-2004) to 20,314,975 € , and in 2004, 912,000 €. The expenses of the Measure come up accumulatively to (2000-2004) 12,788,965 € and 8,262,327 € in 2004.

Measure 4.2: Development of infrastructures of local access networks

Since the beginning of the programme until 31/12/2004, 6 invitations of a total budget of 282,494,422 €, were published about the submission of proposals. In 2004, 2 invitations were published of a total budget of 238,500,000 € and concerned the 2nd action category “Development/ implementation of local access broadband networks”.
Since the beginning of the programme until 31/12/2004, 99 projects, of a total budget of 46.91 m€, were integrated. In 2004, 98 projects, of a total budget of 35,914,698 €, were integrated; more specifically, 85 projects concerning the “Promotion of broadband”, 12 projects concerning “Consultants of technical support for the development of Metropolitan optical fibre networks” and 1 project concerning the financing of enterprises for setting up wireless broadband access points.
The legal commitments signed correspond accumulatively (2000-2004) to 4,299,672 € , and in 2004, to 4,004,672 €. The expenses of the Measure come up accumulatively to (2000-2004) 481,839 € which were declared in 2004.

Measure 4.3: Advanced telecommunication services for the citizen and enterprises

Since the beginning of the programme until 31/12/2004, 2 invitations of a total budget of 78,444,754 €, were published about the submission of proposals in 2004 and concerned the following act categories:
- 1st action category “Broadband services in public administration bodies”
- 2nd action category “Development of broadband content and services”
There were no integrations and, subsequently, legal commitments and expenses in the specific Measure until 31/12/2004.

Measure 4.4: Development and modernization of post infrastructures

Since the beginning of the programme until 31/12/2004, 2 invitations of a total budget of 72,100,000€, were published in Measure 4.4. In 2004, 1 invitation was published of a total budget of 17,100,000 € and concerned the following act categories:
- 2nd action category: “Promotion of ELTA shops to multi-power citizen service centers”
- 3rd action category: “Development of information technology systems”
- 4th action category: “Studies”.
In 2004, 1 act/ project, of a total budget of 37,676,130€, was integrated. The project was titled “Automated selection centre of Attica – Automated airmail centre”
The legal commitments signed correspond accumulatively (2000-2004) to 36,204,345 € , and no new legal commitments were signed in 2004. The expenses of the Measure come up accumulatively to (2000-2004) 12,879,566 € which were declared in 2004.

Measure 4.5: Training of human resources in communications

Since the beginning of the programme until 31/12/2004, 1 invitation was published in Measure 4.5 which ended in 2002.
There were no integrations and, subsequently, legal commitments and expenses in the specific Measure until 31/12/2004.

Measure 4.6 was set up after the modification of the Programme complement, which was carried out on 10/9/2003, but it was not activated until 31/12/2004.
