Monitoring and Evaluation

As it is understood, the monitoring and evaluation of the Operational Programme for the Information Society is an extremely necessary procedure in order to control the implementation progress of the projects and sub-projects incorporated in the programme so that in the end the benefits from the development of the Information Society will be visible to each and every one of us, the citizens. 



The basic instrument for this procedure, as it is anticipated by the procedures institutionalised in the 3rd Community Support Framework (EC Regulation 1260/1999), is the Monitoring Committee whose mission is to monitor the effective and correct application of the Operational Programme.

The mission of the Monitoring Committee is to monitor through its meetings not only the effective and correct application of the Programme but also the quality of its implementation.

The progress which has been achieved in each of the priority axes, the progress of the audits, the conclusions about the progress of the Operational Programme etc are recorded in the “Annual Application Report” at regular intervals of the progress concluded for the achievement of the programme’s objectives. 

The evaluation of the Operational Programme comprises the “ex ante evaluation”, the “intermediate” and “the updating of the intermediate evaluation” and the “ex post evaluation”; it helps to assess the effectiveness of the actions of the Operational Programme “Information Society” in the daily lives of the citizens, enterprises, public administration and the society, in general, and contributes to the assessment of achieving the programme’s objectives.

The Monitoring Committee mission of each Operational Programme included in the 3rd CSF is to monitor the effective and correct implementation. The Monitoring Committee of OPIS is formed by means of a decision of the Ministry of National Economy and Finance.

The Annual Report is submitted and approved by the competent Monitoring Committee (MoCo) within the 1st semester of the following year. Then, the Special Management Service (SPS) sends the Annual Report to the European Commission, in agreement with article 37, EC Regulation 1260/1999.

In order to assess the effectiveness of the structural interventions made by the Community and analyze their impact on specific structural problems, evaluation is carried out of all Operational Programmes (O.P. and E.O.P.) within the framework of the 3rd Community Support Framework.
