National Action Plan for Employment

The employment policies suggested by the NAPE (National Action Plan for the Employment) are articulated according to the three primary aims and the ten Guidelines of the corresponding European strategy.



The aims refer to full-time employment, improvement of the quality and productivity of work, and the support of social cohesion and inclusion, in that order.

The Guidelines as they are mentioned (and grouped) according to the NAPE 2004 are as follows:

  • Active and preventive measures for the unemployed and the idle
  • Business support for the creation of jobs
  • Management of modifications and promotion of the adaptability to and mobility in the labour market
  • Promotion of the growth of human resources and life long learning
  • Increase in the supply of labour force and promotion of the extension of professional life
  • Promotion of the equality of the sexes
  • Promotion of integration, and the combat of discrimination against disadvantaged individuals in the labour market
  • Initiatives for improving work image
  • Conversion of undeclared work into regular employment
  • Combating regional inequalities in the labour market

The OPIS and the Programme complement was designed and carried out on the basis of its aims and the NAPE Guidelines.

Measure 1.1 offers an indirect contribution to the aims of NAPE, through the projects of equipping schools and connecting them to the Internet, as well as through the creation of public information centers within libraries.

The Measures of Axis 2 contribute greatly to the aims of the National Action Plan for Competitiveness, with actions that cover the whole spectrum of citizen services and improvement of the quality of life.

Measure 3.1 Creation of a favourable environment for economic activity, supports entrepreneurship with almost all of its Action Categories, through the creation of a legislative framework and certification systems, as well as through the strengthening of the support structures of SMEs and the provision of services for the development of e-commerce.

The Measures of Axis 4 contribute greatly to NAPE aims, with actions that provide for the development of advanced telecommunication services for citizens, as well as the development and modernization of telecommunication infrastructure.

Axis 5 supports the National Action Plan for Competitiveness with Measure 5.3 that relates to Technical Help ESF.
