Direct Supervision
The procedure of the direct supervision entails the direct contact of the SMA with the FB. The SMA sees that the Final Beneficiaries receive the support they need. Moreover, it ensures that there is a direct contact with the Final Beneficiaries. The contact is achieved in the following ways:
- Organization of meetings during which there is an update on the projects’ progress. These meetings are organized either regularly or when the FB or the SMA find it necessary. Apart from the FB, other involved parties can participate in these meetings.
- Organization of meetings for an update on the supervision procedures. Usually these meetings concern more than one FB and aim at updating them on the procedures i.e. supervision of the electronic submission of applications, MDPE, etc. These meetings are organized by the SMA when it believes it is necessary or on request of the FB. These meetings can be one day conferences or seminars where speakers from other interested parties can participate i.e. Payment Authority etc.
- Regular use of all communication means in order to assure a thorough updating on the project’s progress. The contact with the interested parties is made by correspondence, email or telephone.
- Discussion about the procedures, on the website of the SMA
Finally, another way of direct contact is the constant updating of the SMA’s website. Anyone who is interested can visit the website, read the files of the deliberations and then express his/her point of view.
Provision of Support to the Final Beneficiary
Assessing the need of providing support to the FB. The need to provide support is assessed during the meetings and through the contacts with the FB. The decision to provide support is made when the SMA identifies a problem or on request of the FB.
Choosing the kind of support
The support can be in the form of: a) the SMA gives its opinion on the implementation procedure which must be followed, in accordance with the Decision of Incorporation as well as on the supervision of the project etc. and b) paying for the external help of Special Consultants and Groups of Experts i.e. SESE SΕSΥ etc.
Finally, the FB who know in advance that they will eventually need support through the TB, they can include it as a subproject TSP/S.
