The second Priority Axes of the OPIS concerns improving services to the public and the quality of life. In modern Greek society, public administration has the duty to provide citizens and firms with services of high quality, promptly and at the lowest possible cost.
Action Line Measures

The aim of Measure 2.1. is to prepare and co-ordinate Public Administration agencies, and to develop pilot applications related to the use of ICTs to improve the quality of services provided for citizens and firms by Public Administration at central, regional and local levels.

The aim of Measure 2.2. is to use ICTs in order to improve the quality of the services provided for citizens and enterprises by Public Administration at central, regional and local levels (real time Internet provided services), by making use of related results from Measure 2.1.

The aim of Measure 2.3 is to support the administration of Structural Funds resources at central, regional and local levels of the Greek Public Administration while at the same time it supported the conversion procedures to the Euro.

The aim of Measure 2.4 is to draw up a strategy and an action plan for the IS in all regions, to encourage innovative pilot activities related to the development of IS applications at regional and local levels, and to establish and support geographical and environmental mapping and administrative systems at a central, regional and local level.

The aim of Measure 2.5 is the training of public sector employees as well as the managerial and administrative changes and the introduction of modern automating office and telecommunication systems.

The aim of Measure 2.6 is to use ICTs in order to support the wider strategic improvement of the quality of the provided medical care and the upgrading of citizen service. It is directly related to the reorganization of administration and finances in the health sector.

Measure 2.7 aims at securing the basic prerequisites for the successful implementation and application of the previous Measure so as to create a fully revised health and welfare system making use of modern ICTs.

Measure 2.8 includes actions about the transport sector. This sector can obtain many benefits by the utilisation of ICTs, such as decrease in travel time, reduction of the loss of productive time, decrease in environmental pollution as well as improvement of safety.

Measure 2.9 aims at creating an operational and high-quality database at a national level which will provide preliminary land registry particulars and the necessary information technology infrastructures.
