Evaluation Procedures
Introduction

In order to assess the effectiveness of the structural interventions made by the Community and analyze their impact on specific structural problems, evaluation is carried out of all Operational Programmes (O.P. and E.O.P.) within the framework of the 3rd Community Support Framework.



The effectiveness of the actions taken by the structural Finds is measured in relation to the general impact on the support of the economic and social cohesion and the impact of the priorities proposed in the operational programmes and priority axes of the 3rd CSF

Within the framework of the Managing Authority of the Community Support Framework, the managerial structure competent for the coordination and total organization of the evaluation, for the care of data quality and correctness, the composition of results at a national level for their incorporation in annual or ad hoc reports as well as for assessment of the evaluation’s feedback is Unit B – of Planning and Evaluation of the Special Service of Strategy, Planning and Evaluation of Development Programmes (ΕΥSSΑΑP). ΕΥSSΑAP also forms the liaison between the national and community authorities with regard to evaluation issues.

Evaluation is distinguished in three types:

  • Ex ante evaluation
  • Intermediate evaluation and Update of the Intermediate Evaluation (First Assessment Report)
  • Ex post evaluation

The competent authorities of the member state and especially the managing authorities and the Committee are equipped with the appropriate means and gather the necessary date for the more effective implementation of the evaluation.

The Ex Ante Evaluation forms a responsibility of the authorities that are competent for the preparation of plans, interventions, and planning supplements. It is carried out during the stage of the plan’s elaboration and programmes including the planning supplement.

The Intermediate Evaluation is realized at the level of the CSF and the individual Operational Programmes in the middle of their implementation period, its substantial goal is to provide the Community Support Framework and programmes with the potential necessary adjustments and with data for the assessment of the interventions’ efficiency.

In the continuation of the Intermediate Evaluation, a timely briefing is conducted for each communal frame and for each intervention.

Ex post evaluation (article 43 of EU Regulation 1260/99) relates to the intervention and is subject under the responsibility of the European Commission in collaboration with the member state and the managing authority.
